By City Counsi/ofi City of Bangor: OEDEEED, THAT the attached written return of the City Engineer on the layout of land to be used for a new approach road and for approach fills along Valley Avenue northerly of the present Morse Bridge and for land needed for easement purposes at the southerly and of the existing Morse Bridge as authorized by Council Order #229-M, be and hereby is accepted and it is further ORDERED, that the damages as recommended in the report be approved for payment for full and just compensation for the described land and that the property owners be so notified. Engineer_. on Layout of Land for Nen Approach B aC _8 Approach Fills for _Relocation of Worse Bridge. iatradaced aed Bled by Description of Land Beginning at a point formed by the intersection of the east- erly side line of Valley Avenue and the southeasterly side line of the existing Morse Bridge right-of-way; thence northerly along the easterly side line of said Valley Avenue for a distance of about 900 feet; thence easterly on the northerly property line of land now or formerly owned by A. David Rapaport to the edge of Ken uskeag Stream, a distance of about 15 feet; thence south- erly along the existing shore line of said Kanduskeag Stream to a point where said shore line crosses the southeasterly side line of the right-of-way, for Morse Bridge; thence northwesterly along amid southeasterly right-of-way line of Morse Bridge for a distance of about 75 feat to the point of beginning and containing approx- imately 63,000 square feet. The above described parcel of land contains all of the Droper- ty owned by A. David Rapaport lying northerly of the prevent Morse Bridge and easterly of the easterly side line of Valley Avenue and consists of the area between the easterly right-of- way line of Valley Avenue and the westerly shore line of Kendus- keag Strom. No buildings presently exist within t he limits of the above description. Second Parcel - Easement only Beginning at a point famed by the easterly side line of Harlow Street and the northerly side line of property now owned by A. David Rapaport; thence northeasterly along the existing property line, a distance of about 25 feet; thence southwesterly to the northeasterly edge of Mill Street, so-called, as now exist- ing, a distance of about 40 feet; thence southerly across Mill Street and to the northerly edge of the present warehouse, a die tones of about 60 feet; thence westerly along the northerly Description of Land Page 2 edge of said warehouse, a distance of about 30 feet; thence southerly along the westerly edge of said warehouse to the east- erly side line of Harlow Street, a distance of about 60 feet; thence northerly along the easterly side line of Harlow Street, a distance of about 90 feet to the point of beginning, and con- taining 3,105 square feet. The above description refers to the area on which awe grading will be necessary to adjust the approach on Mill Street and the unloading area at the northerly end of the present warehouse to the new grade of the bridge at the new location. This easement is take, for the purpose of permitting the contractor to enter upon the premises to complete this grading work. Third Parcel - Easement Only Beginning at a point formed by the intersection of the westerly side line of Harlow Street and the northerly side line of property now owned by Moriesette Warehouses, Inc.; thence southwesterly along the property line of said Morissette Ware. houses, Inc. for a distance of about 45 feet; thence southerly along the line of an existing stone retaining wall to the edge of a brick and frame structure formerly known as the "sash m111", a distance of about 50 feet; thence easterly along said "sash mill" building to the westerly side line of Harlow Street, a distance of about 47 feet; thence northerly along the westerly aide line of said Harlow Street to the point of beginning, a distance of about 72 feet, end containing 2,448 square feet. The above described area has been taken for the purpose of providing temporary access to the wooden bridge after it has been moved to a temporary location and put in use temporarily to carry traffic while the new bridge is under construction Description of Lend Page 3 and also to be used for storage of materials to be used during the construction of the new bridge. David Rapaport The City Engineer reed the Council order authorizing the procedure to be followed by the land taking. The City Engineer discussed the land values with those present and also advised them of the assessed valuation of the first parcel described. It was also pointed out that this land is in ay "B" sone area and, accordingly, at this time can not be used for business or commercial purposes. They were also advised the t the Planning Board, on January 25, 1960, refected a request to rezone this particular area. From these discussions, the City Engineer makes the following recommendations: Parcel Nl Approximately 63,000 square feet Assessed valuation go.c0 Recommended damages 900.00 Parcel k2 Easement only Approximately 3,10$ square feet No damage Parcel #3 Easement only Approximately 2,448 square feet At the request of Mr. Jerome Davlau, Attorney for Morissette warehouses, Inc., decision on recommended damages postponed until November 23, 1960 at which time a supplementary report will be submitted.
