TEAT WHF RE AS, the City Manager requests the Transfer of Fonds Prom the Surplus Account to the Planning Depa time Account ^18-2-1", the Welfare Department, General Relief Account "45-2-9" and the Welfare Department Aid to Dependent Children Account "45-6-9" and the Public Works Highways Account "52-3-111, NOW, THEREFORE, HF IT ORDERED that the sum of $75, 000 be transferred from the Surplus Account to the Planning Department Account "IB -2-1",$5,000; the Welfare Department Gene ref Relief Account "45-2-9", $5,000 and the Welfare Department Aid to Dependent Children Account "45-6-9", $5,000; and the Public Works Highways Account "52-3-1", $60,000. The necessity for transferring additional funds to the Planning Department is a result of additional personnel added to the Urban Renewal Division. This transfer will have no effect whatsoever on the tax rate inasmuch as there will be an off- setting revenue from the Urban Renewal Authority to pay this additional $5, 000. The transfer for the Welfare Department is the result of unanticipated incrases in two divisions ever which the local Welfare Department has little cont role Aid to Dependent Children and administration of distribution of Federal Surplus Foods. R now appears that the city's share of ADC will be about $5, 000 more than was anticipated and the cost of the distribution of surplus foods pill take up a large portion of the other $5,000 reque at. The balance of this is spread throughout miscellaneous welfare accounts. Council is well aware a the necessity for the $b0, 000 of additional funds in the Public Works Department. As I inform ed you by memorandum on Jay 29, 1953, we have never been able to make up all of the additional costa of snow removal required during January and February. You have already added $40,000 to the original budget request and with this transfer, will increase the Public Works budget regae at by eractly.$300, 000. Actual snow removal costs will exceed estimated snow removed costs by about $135,000 in 1963 but the additional $35,000 will be absorbed out of other divisions. The city auditor informs me that there exists a balance in excessof the $75, 000 in the supplue account and it may be of interest to you to know, that based on estimates at this time, there will be at least this amount of unexpended appropriated funds from the 1963 operating and outlay budgets as a whole.
