Introduomi stud filed by N OITY OF BAMGOH, MAINE Engineering Department July 129 1962 To: The Municipal Officers Pursuant to City Council Order #124-P, passed April 23, 1962, directing the City Engineer to prepare plena and coat estimates together with a list of possible assessments for a new sewer to serve a part of Stillwater Avenue near the Inter- state Highway, the following report is submitted; Me proposed new installation will start at the existing sewer under the Interstate Highway westerly from the Stillwater Avenue crossing; thence proceeding easterly along the northerly side of the IuterstateHighway right-of-way about nine hundred (900) feet; thence northeasterly across private property thirteen hundred fifty (1350) feet and terminating on the land of Earl H. and Clifford E. Hailey. The proposed construction x111 require 2D feet of 24" reinforced concrete pipe and 2,250 feet of 8" vitrified clay pipe and eight (8) manhole ventilators to serve the eras owned by the petitioners. The estimated coat for this installation amounts to twenty-five thousand six hundred dollars (=25,600). For an installation to properly serve the whole area and not just the area owned by the petitioners, it will require 20 feet of 24" reinforced concrete pipe, 1600 feet of 12" vitrified clay pipe and 650 feet of 8" vitrified clay pipe and eight (8) manhole ventilators. The estimated cost of this installation amounts to twenty-seven thousand two hundred dollars (027,200), or sixteen hundred dollars ($1600) more than the installation with 8" pipe only. Both these estimates include in Item for ledge removal. Upon completion of this survey and cost estimate, each of the abutting property owners subject to assessments were sent a written notice advising them of their proportionate share of the estimated cost of the proposed construction together with a form to be returned on which they indicated whether they were in favor of or opposed to the new construction. To: The Muniolpal Officers Page 2 From this tabulation. it appears that the majority of abutters are not in favor of paying the assessment which would result from this construction. Following a public Yorke Committee meeting held on July 59 1962 to discuss this project and at which time Mr. Hailey appeared before the committee, It is recommended that this pro- ject be put out to sealed bide on the basis of installing the 24" reinforced concrete pipe, the 12" and 8" vitrified clay pipe and the required manhole ventilators. If satisfactory quotations are received on these bide, Mr. Miley will pay 100% of the coat of the sewer lase the sixteen hundred dollars ($1600) which rep- resents the difference in cost for the larger pipe to serve the entire area and the coat of the 8" pipe needed to serve only the area owned by the petitioners. The right-of-way for this installation is to be acquired by the City of Magor and, upon satisfactory completion of the construction, the maintenance of this =sewer shall be the respon- sibility of the City.
