To: The Municipal Officers
Pursuant to City Council Order #124-P, passed April 230 19629
directing the City Engineer to prepare plane and cost estimates
together with a list of possible assessments for a new sewer to
serve a part of Stillwater Avenue near the Interstate Highway,
the following report is submitted:
The proposed new installation will start at the existing
sewer under the Interstate Highway westerly from the Stillwater
Avenue crossing; thence proceeding easterly along the northerly
side of the Interstate Highway right-of-way about 900 feet; thence
northeasterly across private property 1350 feet and terminating on
the land of Earl H, and Clifford E. Bailey. Me proposed con-
struction will require 20 feet of 24" reinforced concrete pipe,
1600 feet of 12" vitrified clay pipe, 650 feet of 8" vitrified
clay pipe antelght new manhole ventilators.
The total estimated coat amounts to twenty-seven thousand
two hundred dollars ($27,200) of which amount 75,$, or twenty
thousand four hundred dollars ($20,400): may be assessed against
the property benefited. A list of possible assessments follows:

Upon completion of the survey and coat estimate, each of the
abutting property owners subject to assessment was sent a written
notice advising them of their proportionate share of the estimated
cost of the proposed construction together with a form to be re-
turned on which they indicated whether they were in favor of or
opposed to the new construction. Summarised below are the results
of this questionnaire.
No. A Total
Parcels Frontages Percent
In favor 2 700 15.54
Opposed 3 2485' 55.04
No reply 2 90' 2.0%
State of Maine 2 1250' 27.54.
From this tabulation, it appears that the majority of
abutters are not in favor of paying the assessment anion would
result from this construction. It has, however, been indicated
that the petitioners would be willing to assume the responsibility
of paying the assessments of those abutters not willing to pay
these costa.
Accurate plane showing the proposed layout accompanies this
report.
