Second Parcel, being a strip of land Twenty (20) feet and six (6) inches on the south side of lot marked 0 on said plan adjoining the above described lot on the north and extending from Center St. to Broadway. Third Parcel, being a certain lot or parcel of land situated on the easterly side of Center St. in said Bangor and being lot marked E according to a plan of a tract of land ons mid Center St. mane by George H. Hamlin, April I898 and in plan book No. 61 PagePy, in Penobscot Registry of Deeds, and being Fifty (50) fust on said Center St, and extending back to Broadway. NMtten by his warranty deed, dated July 11, 1923, and recorded in Penobscot Registry of Goods, Vol. 960, Page 231, and the third parcel being the same premises conveyed by Gliver L. Hall to Xabel C. Whitten, on the fifth day of June, 1925, and recorded in Penobscot Registry of Deeds, Book 990, Page 16. D J. we,X Cl" n.xxma aeuo / z Qtttq OE C1ffi r, AN61E July 27, 1960 TO: The Honorable City Council IN RE: City Council Order 164-M Request for zone change from a Residence "B" Zone to General Business Zone at 395 Center Street SITE Please be advised that the City Planning Board has given careful consideration, and held a public hearing, on the above request for a zone change and would respectfully recommend that this request be refused. The Planning Board also gave consideration, at the request of the applicant and with regard to the number of residents in this area that were present at the public hearing, to a similar request for a zone change for the abutting property immediately to the north known as 399 Center Street, and would also respectfully recommend that this request be refused. The Board based their decision on the following factors: I. This area Is a well-preserved residential area and such a commercial encroachment would decrease properly value and be a cause ofspreading blight throughout the neighborhood. 2. Many of the surrounding properties have deed restrictions confining the use of the land to residential development. 3. Mary Snow School is directly across Broadway from the two lots in question and the development of gasoline service stations on this land could only increase the traffic hazards to the school children. 4. This request Is for "spot zoning" a procedure that, if It were permitted, would soon lead to the breakdown of the entire Zoning Ordinance. S. The entire area was recently reviewed by the Board in connection with the total revision of the Zoning Ordinance, and If was recommended that no change be made In this block. 2.
