I have been asked to oommnt on the application of Paul N. Madam, to construct a four inch sevage outfall pipe along the easterly side of Onion Street, Which Will eventually discharge into a tributary of the Manduskeag Strew. This swags outfall pipe Will aervice the "Chuck Wagon" restaurant Which Will have a seating capacity of apprmCmately 75 people. There is no public sever in this section of Onion street. The soil is pradomLtately clay and is not anfficientiv porous to allow for a rot -surface disposal of the goanity of savage that is anticipated. Mr. Madem has investiaged the possibility of a sever omemant from hie let to the tributary of the Mendmakeag Straw, hot was usable to obtain this easement fros the present owners of the property. Mr. Ctis T. Sproul, a Sanitary Engineer from the Hnivarmity of Maine, has pre - Wanted to We awe tentative plana for the construction of a 600 sq. ft. send filter "Wage disposal systema, that I believe Will produce a Mod quality effluent. Cn Sone is 19629 the State of Maine Water Improvamert. Commission Will hold a hearing on the application of Mr. Nadem, for permission to enter this stream. The only conditim that this department Would require of the licensee Would be chlorina- tion of this effluent, if upon examination the effluent Was; found to bs unstable during the summer months when there is little Water flowing in this tributary. If the Water Improvewnt Cowission mmaina consistent With their previous applicatlons for sewage disposal in this area, I believe the plane for Mr. Nademts restaur rot, as mbeitted by Mr. Sproul, Will be approved. I do not anticipate any Public Health or noiamee problems resulting from the proper saintenmmcs of this send filter swage disposal system.
