At their executive session of July 27. 1960 the Yater Improvewent
Commission voted to grant your waste discharge license subject to the
following conditions:

aeration processes are to be wed, sludge holding and poet
disinfection facilities must be provided.

At your request we have made an examination of the pro-
posed mobile home site on Finson Road, Bangor, Maine.
The area was contoured, the property lines located suf-
ficiently for the purpose of our preliminary study, and a
preliminary plan showing a possible subdivision and land use
prepared.
Along the northerly border of this property in property
that belongs to the United states Goverment. This is seaen-
tiaLly a shallow valley In which the outfall smear from the
Capehart development on the westerly side of Pinson sued
drains. This valley also serves as the natural drainage for
about 200 acres and empties into the senduakeag Stream about
500 or 600 feet easterly of the subject property. This brook
passes through the government disposal plant property between
the subject property and the Mandumkesg Stream.
After extensive test boringa to determine the nature of
the soils In the northeasterly part of the property, we felt
that a septic tank system with evaporation trenches would not
be practical for disposal purposes.
It is our recommendation that a sewage treatment plant
such as the so-called "sated Aeration Sewage Treatment Plant"
as developed by the Chicago Pump company and designed for
flow of 20,000 gallons per day be used. This plant shall
satisfactorily perform the purification of the sewage by the
aerobic digestion process and shall include the mechanical
grinding of all sewage solids, continuous aeration of the
activated sludge in an aeration compartment, and the contin-
uous clarification of the aerated sewage in a settling Com-

partment. settled activated sludge in this compartment shall
be continuously, returned to tba aeration compartment by an
Air Lift pump. Several pump caspanies manufacture the nec-
esaary equlpmett for installation in tanks or underground
Installations as provided by others.
At the present time I am thinking in taxes of the Chicago
Pomp Company BL -103 type. Mix type of treatment could be
modified by increasing the bolding capacity. If the discharge
frm the plant abould require chemical treatment, a device
could be added to the discharge line for tbis purpose if it
should be required by the state Water iaprovement Commission.
As now planned, there would be good gravity flow of all
cewssage free individual sites to the intake of the plant.
We attach herewith an area map showing the approximate
Iwatione of the features involved in this proposal.

With the siting of a Mobilehome Park in such close proximity, the value
of Capshart property will be considerably decreased. In addition, the
desirability of a substantial area in all directions from the Park will be
rem -existent for better type homes. This, of course, leads to a lessen-
ing in the value of adjacent properties. The de -valuation of Capehart
Housing from a taxpayer's view alone, is a matter of grave concern to
the Government.
Generally, trailer home owners are of a low inc me group add are
individuals not desiring a high standard of living. it is not inconceivable
that their standards will have an adverse effect upon the lives of Capehart
and adjacent residents -- particularly children. Even though a goodly
portion of the trailer park may be occupied by military personnel, little,
if any, influence can be exercised by Dow AFH over their conduct and
standards.
Of lesser significance is automobile and pedestrian traffic in an already
marginal safety area (Fineon Road).
There is no disagreement that there is need for a trailer c art and that
it serves a useful purpose. However, its location should be as in most
other cities --- some distance from established residential areae.
In the interest of maintaining high standards of living conditions, the
prevention of property de -valuation, and in forestalling other potential
problem areae, it is strongly recommended that the ORDER, Mobilehome
Park -- Fineon Road be disapproved.

Gentlemen:
Reference is made to the City of Bangor Public Notice of 12 August 1960
as entered in the Bangor Daily News pertaining m (Title) ORDER, Mobile -
home Park -- Finson Road, now pending before the City Council of Bangor,
Maine.
D Is understood that the proposed site of subject Mobileheme is along and
across Pinson Road from Dow AFB's Capehart Housing Area. If this
location Is correct. Dow AFH wishes to enter a protest against approval
of the Order. It is unprofitable to construct sad operate a trailer park
of space end eye -appeal standards found among the better residential
actions of a city. Even assuming a large outlay of capital to beautify
and otherwise achieve the beet of appearance, a trailer park by its very
Ratome, will look cluttered and sub -standard.
The United States Government demands high Standards of conduct and
housekeeping from occupants of government fmnished housing. In
keeping with this it attempts to furnish quality housing ---- housing any
city would be proud to have within its confines. This has been achieved
in the Capehart Housing development.
In so doing, the Government has expended to date a capital investment
a $10,102, 834.97. With the addition of nether 150 unite presently
under construction We investment will increase to $12, 577, 834.97.
(These figures do not include the coat of the 280 unite to be constructed
alongside Griffin Road and Union Street.)

Please be advised that the above application has been
considered by the Planning Board and found to be satisfactory
In layout. However, as required by Ordinance, the matter has
been referred to the Department of Health for their approval
as to the water supply and sewerage disposal system, and at
the present time, the owners of the Park are preparing infer-
mation for that Department and for the State Department of
Sanitation on their proposed disposal system.
As soon as the report is received from the Department
of Health on this matters the final report will be forwarded
to the City Council.

TOZIER of Bangor, County of Penobscot, State of Maine, in consideration
of the sum of Twenty-five Dollars (j25) to me in hand paid by LAURENCE
K. PAINE of said Bangor, the receipt whereof is hereby acknowledged
