Whittaker, Chairman Bangor City Council 15 Fifth Street Bangor, Maine Dear Fred: Several weeks ago I was given the opportunity to present, informally, to the Council, the Urban Renewal Authority suggestion that there might be Brit in Council consideration of a full time attorney to City Had. Our thought was that should such a position be set up by the Council, the Authority, by contract with the City, might use the services ervrs of that office in supplying the legal talent we will require. Whether or net you do have such a position set up the attorney you might employ is a Council problem but I am quite sure that your selection would meet all of our requirements. Stillwater Park is our first project, as you know, so we don't have yardsticks based on experience. But, the Federal people have set up budgets for Stillwater that at least give us guides as to the amount of legal work required along with the corresponding budgets approved by them. The Stillwater Park Project carries a budget allowance for $28,100 for legal services covering general legal advice, property acquisitions, condemnation procedures, land dispositions, management of awned properties, title work, etc. We now think that this work will be spread over the next 30-36 months or at the expenditure rate of $775 to $935 per month. At least for the time being, it would not be reasonable to hold forth similar figures on the second project except that during the twelve month planning period and before Council consideration of the second project, allowances for legal work in the Planning Grant are to the order of $100 per oath. If later approval of this second project works out, the corresponding gross allowance for legal talent is $35,000. Mr. Frederick W. We wish only to tell you what we think are our requirements and indicate a willingness to have the Authority utilize the services of a City Hall attorney in what might well, we think, work into economies to both the City and the Authority.
