March 14, 1961 Our letter to you dated March 33 1961, indicated the estimated cost of the Renduskeag Stream Improvement and Proposed Parking Areas between Washington Street and Hammond and State Streets, to be $1,732,000, including provisions for the Pier Head and Vehicular Bridges connecting the easterly and westerly areas, and for the walls so designed, that the stream could be covered over and the additional space made available for parking in the future. The estimated coat of the Xenduakeag Stream Improvement and Parking Areas, if the Vehicular Bridges and Pier Head are not included, but with the walls designed to permit covering the stream channel at some future time, is about $1,619,000. This would provide area for about 350 parking spaces and appurtenances. We understand that the amount of $1,619,000 is within the amount authorized for the project. It is our opinion, from a Bound economic standpoint, It would not be prudent to provide the Pier Head and Vehicular Bridges as part of the stream improvement and park- ing project at this time. We therefore recommend that the project be authorized without the Pier Head and Vehicular Bridges. The wall on piles was estimated with steel H piles versus timber piles and It was found there would be little difference in cost. Therefore, the steel H pile design was selected because of the alder spacing of pile bents. Pamely, 30 ft. with steel piles compared to 5 ft, with timber piles. The estimated cost with a pedestrian bridge and a vehicular bridge, is $1,732,000, insluding allowances for contingeneiea and engineering. A sunmary of the catlmated cost is shorn on the accompanying pages. Very truly yours, M6xC & EDDY Lit // StR:ao !Tori N. ✓Jr. Boager, she seam a/Maine --- The Ganuay to Maine's North Woods and Smile" Rosen (gag of zrngor, Maine GaNCUTIVE DEPARTMENT Bangor City council City Half Bangor, Maine Gentlemen: March 23, 1961 After the Referendum on the Renduskeag Stream parking Project was passed on October 10, 1960, City Council instructed the City Manager to contact representatives of the firm Metcalf k Eddy to discuss with them the possibility of engaging them for Engineering services to prepare pians and specifications including working drawings and put due project out to bid. Mr. John Raymond appeared before the City Council and discussed this project and indicated that it was his feeling that additional borings should be taken in the stream bed to determine design specifications. Accordingly, Northeast Soil Services was engaged and they took 23 test borings on the west aide of the stream during late fall of 1960 but before additional test borings could be taken on the east side of the stream, the stream froze completely and ice conditions made it impossible to complete this project. After several conferences with Mr. Raymond, it was determined that on the basis of the information obtained by the test borings on the est bank, they should give us a revised estimate on the coat athia parking project to determine whether or not it would be within the estimated $1, 650, 000 allocated for it Bangor City Council Page 2 March 23, 1961 Attached herewith you will find reports dated March 3rd and March 14th from Metcalf & Eddy which do indicate that this project is feasible and is possible of achievement within the $1,650, 000. While you will note that they estimate about a quarter of a million for contin- gencies and engineering, the total cost including the vehicular bridge and ramps would run to $1,731,700, they recommend that the project be constructed without the vehicular bridge and pierheads. They, point out in their report of March Milt, that there would be 40 additional parking spaces available Athe bridge and pierhead were not constructed, that there would be a savings of about $113, 000 which would bring their total estimate well under the $1, 650, 000 allocated and in addition it is probable that the entire stream will be covered for additional parking in the not too distant future in which event this $113, 000 would be wasted. Therefore it is the recommendation of the administration that the firm of Metcalf & Eddy be engaged to prepare final plans and specif cations sufficient to be put out for bid and also to assist the City Council to determination of the best bid arta that we proceed immediately with the authorization of the bond issue is the am cont of the $1, 650, 000. In telephone conversation with Metcalf & Eddy on Wednesday, March 22W, Mr. Sohn Raymond indicated mat prior to the Council meeting to be held on Monday, March 26th, he would be able to furnish as with an estimated cost of their engineering services for this project.
