By the City Council of the City of Bangors
MDEHED,
THAT the attached report showing the coat of the new construction of the
Wocdlawn Trunk Sewer, together with a list of possible assessments, be accepted
and a date set for a public Hearing on the proposed assessments.

February 3, 1960
Pursuant to Council orders No. 181-1. and No. 236-L, both of which were passed
August 30, 1959, directing the City Engineer to lay out and construct a publio
drain or common sewer extending from State Street to Mt. Hope Avenue, and also
extending along W. Hope Avenue easterly from Howard Street, the City Engineer
submits the following reports
The total installation amounted to 5,778 feet and consisted of 840 feet of
24" reinforced concrete pipe, 2,620 feet of 18" reinforced concrete pipe. 1,496
feet of 12" vitrified clay pipe, 42 feet of 10" vitrified clay pipe and 780 feet of
8" vitrified pipe together with 17 now manhole ventilators and one new cate5 basin.
The total cost of this construction amounted to $63,389.57. Me cost of 840
feet of 24" concrete pipe, 216 feet of 12" vitrified clay pipe, and the appurten-
ances amounted to $12,457.11 and is not to be included in the cast to be used for
assessment purposes, since this portion of the sewer was
replacement for an
existing a which served the Bangor State Hospital,and which had failed in
several places and thus had to be rebuilt.
Also it has been the policy of the City trot to assess the abutting property
Owner OO the basis of the actual cost Of the construction when large pipes have
been required as part of a trunk sewer installation, but rather to base the assess-
ment
:-ment on what the cost would have been had 12" sewer pipe been used. Accordingly,
if 12" pipe had been installed in place of the 2,620 feet of 18" pipe, the cast
of the project would have been decreased by the amount of $4,547.10.

passed August 10, 1959, directing the City Engineer to lay out and construct
a public drain or common sewer extending from State Street to Mt. Hope
Avenue, and also extending along Mt. Hope Avenue easterly from Howard Street,
the City Engineer submits the following report.
The total installation amounted to 5,778 feet and consisted of 840 feet

1,496 feet of 12" vetrlfied clay pipe, 42 feet of 10" vetrlfied clay pipe
and 780 feet of B" vetrlfied pipe together with 17 new manhole ventilators
and one new catch basin.
The total cost of this construction amounted to $63,389.57. The cost
of 840 feet of 24" concrete pipe, 216 feet of 12" vetrlfied clay pipe, and
the appurtances amounted to $12,457.11 and is not to be Included in the cost
to be used for assessment purposes, since this portion of the sewer was a
replacement for an existing sewer which served the Bangor State Hospital,
and which had felled in several places andthus had to be rebuilt.
Also it has been the policy of the City not to assess the abutting
property owner
n the basis of the actual cost of the construction when
large pipes have been required as part of a trunk sewer Install aflon, but
rather to base the assessment o what the cost would have been had 12"
sewer pipe been used. Accordingly, if 12" pipe had been Installed In place
of the 2,620 feet of 18" pipe, the cost of the project would have been
decreased by the amount of $4,547.10.
Therefore, the cost of this sewer construction for assessment purposes
amounts to $63,389.57 less $12,457.11 less $4,547.10 or $46,385.36. Then
75%of $46,385.36 or $34,789.02 may be assessed against the property
benefited. It is recommended that the amounts as shown be approved for the
record, but that thepayment of these amounts not become due until time of
entry Into the sewer Is requested.
