Because of the existence of an extreoely hazardous situation at the junction of Sidney
and Main streets involving pedestrians (adults and children), parking (customers and
suppliers --both on -street, sidewalk and in the private parking let of I.G.A. market and
Millers Restaurant), as well as the growing voluse of through traffic at this point
