ORDERED,
THAT the City Manager be and hereby is authorized to enter into
an agreement with the Public Administration Service covering a review
of the Classification and Compensation Plan of the City of Bangor. A
copy of the proposed agreement is attached herewith.

CONTRACT
This agreement made and entered into this _ day of
1960: by ani between the City of Ranger, Maine: hereinafter designated as the
City, and Public Administration Service of Chicago, Illinois: hereinafter desig-
nated the Service, WlTNE93MTR:
That the Service hereby agrees to perform the following work in the
preparation of position classification and pay plane for officers and employees
of the City,
1. Review the classification wall allocation of Individual posi-
tions considered by the incombeats of ouch positions or by
departmental officials to require restudy. This review
would extend to a study of Job questionnaires amd inter-
views with the employees and departmental officers concerned
in each case and the recommendations of such Chandon as may
be appropriate to correct duties and responsibilities.
2. Reexemlme the pay relatiorwhipe among all classes of posi-
tions in terms of the requirements of work in the several
classes, consulting with affected employees and departmental
officials as necessary In the course of this reexemination.
3. Survey and study pay rates end pay related practices in
private Industry in the general crew end In appropriate
Public Jurisdictions.
4. On the basis of survey information and consideration of the
requirements of work In the several classes of positlona,
develop pay recommendations, in accordance with each alter-
natives an the City may request, and esticate the budget
effects thereof, in such a manner as to facilitate a policy
decision by the City Council with respect to general pay
policies and appropriate relationships between city pay
levels and the practices oP competing employers.
5. Present and explain classification and pay renommendatiope
in the period immediately following their submission.
Me Service agrees to furnish the services outlined above for a am not
to emceed $ 2S6O . The Service agrees to furnish each morth loveless setting
forth the number of staff days devoted to the project, the per diem rates ap-
plicable to each staff member, actual transportation and other direct project
expenses incurred, and the total amount due in connection with services rendered
during the month.
In consideration of the agreements on the part of the Service, the City
agrees to,
1. Arrange for employees and supervisors to complete position
descriptions on questionnaire forma which, with appropriate
instructions, will be furnished by the Service.
2. Provide necessary local office space, facilities, supplies
and equipmeat for the ServiceFs staff and assign such steno-
graphic and clerical assistance as may be necessary to the
expeditious and economical conduct of the project.
3. Arrange for Pill cooperation by local officials and employees,
including access to such recoade and other information needed
by the Swvice to carry out the work set forth above, and
prompt decisions on matters affecting the prouess of the
work.
