ORDERED,
THAT, WHEREAS, a new high school is being constructed on
outer Broadway easterly of Grandview Avenue and,
WHEREAS, access will be required to the new high school,
now therefore, be It
ORDERED, that the City Engineer, acting for and on behalf of the
municipal officers according to law, lay act by metes and bounds
and establish grades for Grandview Avenue Extension, so-called,
extending easterly from Broadway to the westerly slue line of
laurel Street, so-called, and be it further
ORDERED, that the City Ingineer report his findings together
with said description to the City Council, said report and des-
cription to become a part of this order and the street as described
in said report be hereby accepted as a public way.

the City Engineer gave written notice by notices attached to copies of said order posted for seven

And that the said City Engineer met at the time and place of meeting specified in the notices
and pretested to lay out said Grandview Avenue Extension for street purposes,
as follows:
Beginning at a point on the easterly sideline of Broadwa,
Bald point located 1200.6 feet north, on a bearing of X14"-34�-00"w,
from the northerly side_ line of School Street, and said point also
being on the sou-iherly propeiTy line oI lentaxaeSby Paul C
Blethen; thence east along said property line on a bearing of
N820 -27'-00"B a distance of 757.3 feet to the westerly side line
of Laurel Street, so-called; thence south along the westerly side
line of laurel Street on a bearing of S140 -34'-00"B a distance of
70.53 feet to a point; theme wet on a line parallel with and 70
feet southerly from the first described line a distance of 757.3
feet to the easterly aide line of Broadway; thence north along the
easterly side line of Broadway a distance of 70.53 feet to the point
of beginning. Meaning and Intending to describe a portion of a
street which Is 70 feet wide and 757.3 feet long.

Beginning at a point formed by the intersection of the center
line of the new street and the center line of Broadway at station
0 - 33.25, the City Engineer established a grade for the new
street as follows:

The above elevations refer to and are established from the
City of Bangor Datum.
There appeared at the time and place set for the meeting
Mr. Paul C. Blethen, who awns property on the north side of the
proposed street, end Mr. Francis Head, landscape architect for
Eaton Tarbell & 6ssociates, Inc., who are architects for the new
high school being constructed on adjacent property, and who will be
responsible for the design of the new roadway.
Mr. Mathes spoke in favor of the proposed laying out, provided
that proper drainage facilities would be provided to Intercept sur-
face water which presently drains from his property into the area
of the proposed roadway. He was assured by the City Engineer and
Mr. Head that proper drainage would be included in the roadway
design. Mr. Blethen also wished to 'snow if a perimeter fence would
be erected around the school property, so as to prevent pedestrian
short -cutting across the southeast corner of his property to the
Proposed roadway. He was informed that the School Department has
no immediate plans to erect a fence, but that further consideration
would be given to said erectlon in the future SF-the—need develops.
Mr. Head reviewed the proposed grade and was satisfied that It
would fit the design grade of Laurel Street and the high school
parking lot.
Mr. Howard D. Harr, who owns the land within the right-of-way
limits of the proposed street, was not present; however, he has
stated in previous conversations that he has no objections to the
proposed laying out, and has no claim for damages, provided that
the dedicated way known as Liberty Street, which is within his
property limits, be discontinued In its entirety.
The City Engineer recommends that the laying out and grade
as described above be accepted and established as a public way and
that the street be named and known as Grandview Avenue.

Accepting a Portion of Grandview Avenue
as a Public Way

Please be advised that the Planning Board has given
careful consideration to accepting a portion of Grandview
Avenue some 750 feet easfwardly from Broadway, and would
respectfully recommend City Council ts approval.
This roadway will serve as an access road to the new
high school and eventually will extend further to the east—
ward to meet Essex Street thus forming an important route for
traffic.
