Coupal, Jr. City Manager Executive Department Bangor, Maine Dear Mr. Coupal: As suggested via telephone by Mr. MacLeod, City Engineer, on October 13, we submit this proposal for engineer - Ing services during construction of the Kenduskeag Stream Improvement, Parking Areae and appurtenances. MIS proposal supersedes our proposal dated September 15, 1961. I. Work of Engineer A. We would furnish engineering services of Consulta- tion and Advice relative to problems which are presented during construction, check shop drawings submitted by the Contractor, advise on laboratory, shop and mill testa of materials for compliance with specifications, review estimates for progress and final payments to the Contractor, and a partner or principal of our staff would visit the work at intervals of about 50 days. B. We would furnish a resident engineer who with the assistance of personnel to be furnished by the City would keep records of measurements of quantities, inspect the work and materials to ensure compliance with the design and speci- fications, prepare details of progress and final estimates for payments to the Contractor, and prepare marked up prints for use in making record drawings. A final inspection of the completed work would be made by the resident engineer accom- panied by a partner or a principal of our staff. Mr. Joseph R. Causal, Jr. 2. October 16, 1961 C. Following completion of the construction of the works, if requested, we would prepare record drawings for the works as built. II. Work of the City The City is to furnish qualified inspectors and survey personnel as required under the direction of the resident engineer to assist him in Inspecting the work and materials, in making and keeping records of measurements of quantities, preparing details of progress and final estimates and preparing prints for use in making record drawings. The City Engineer is to establish the controlling lines and grades for the work and check the lines, elevations, reference marks, batter boards etc., set by the engineer employed by the Contractor as may be required. III. Compensation 1. For the engineering services indicated under "A", Consultation and Advice During Construction, the fee x111 be derived by applying a factor Of 2.30 t0 salaries Of professional and technical personnel assigned to the work including partnere and senior associates. This factor includes allowance for subsistence and travel, payroll burden, overhead and profit. It is agreed, however, that the total charges for the services indicated under 'A" is not to exceed the sum of $14,000.00 unless the date of completion shall be more than 30 days after expiration of the Time for Comple- tion" as set forth in the Information for Bidders. Payments for engineering services of consulta- tion and advice during construction are to be made monthly in accordance with approved statements to be submitted by us. 2. For services of a resident engineer as indi- cated under "B"; the fee will be derived by applying a factor of 2.20 to the salary of the resident engineer. Such factor Includes allowances for supplies and equipment, subsistence and travel, payroll burden, overhead and profit. Mr. Joseph R. Coupal, Jr. October 16, 1961 It is agreed, however, that the total charges for services of a resident engineer are not to exceed the sum of $35,000.00 unless the date of completion is more than 30 flays time after the Time for Completion" as set forth In the Information for Bidders. Payments for resident engineer's services are to be made monthly in accordance with approved statements to be submitted by us. 3• In the event that we are requested by the City to prepare record drawings of the works as built, mimbures- ment for such services is to be the salaries paid for the time of professional and technical personnel charged to the preparation of record drawings, multiplied by a factor of 2.30, plus the out-of-pocket expense of reproductions in connection with the record drawings. Payment for services in connection with prepa- ration of record drawings shall be due within 30 days after submission of said record drawings. It is estimated that services in connection with the preparation of record drawings from which reproduc- tions can be made, would cost about 53,000.00. 4. In the event that engineering services are requested by the City in connection with claims of a con- tractor, after expiration of the Time for Completion" as set forth in the Information for Bidders, the fee for services of professional and technical employees, senior associates and partnere, is to be salaries paid for time charged for such services, multiplied by a factor of 2.50, plus out-of-pocket expenses for subsistence and travel when required to be away from our Boston office in connection with such services. Payments for services in connection with claims of a contractor, after the Time for Completion" are to be made monthly in accordance with approved statements to be submitted by us. Mr. Joseph R. Litigation and Additional Work Nothing herein contained shall obligate Metcalf & Wdy to prepare for or appear in litigation on behalf of the city of Bangor, or to make investigations or reports or supply engineering services on matters not covered by this proposal, except In consideration of such additional compensation as may be mutually agreed upon.
