Item/SubjM: Revision of interics development policy at B.I.A. for
zscon-itermolutical lends.
Responsible Department:
Co®unity and Rcwomic Development
Commentary:
On April 24,1989 an interim policy was passed Mich stated that new and
buildings proposed on non-eexoneuticel lend at BIA would not be reviewed until
end
the completion of the "Airport Area LUse and Development Study" by
Christopher Chadbourne and Associates. Christopher Chadbourne has completed
Phase I and states that he sees the quadrant of the Union Street Cexcial/
Industrial subdivision M
ichlies north of Griffin Road and east of "Master Ave."
as substantially developed. Therefore, he has no sps about the City again
accepting development proposals for this specific a in light of these
eceadations, this order is to revise the April 248 1989 policy to allow
consideration oY new sae and buildings on the lots in this apecified quadrant.

Dear Mr. Gibb
I want to follow up on our discussions with your Steering Commit-
tee on June 13, 1989, regarding our Bangor International Airport
Peripheral Lands Study.
It is our recommendation that those parcels abutting Ashley and
Griffin Roads North of Griffin could and should be released for
selective office usage at this time. We do not believe that they
are of a size or location sufficient to attract the economic base
broadening uses that deserve further consideration within the bal-
ance of the study area, nor are they pivotal parcels in
determining the overall visual quality of the airport lands. Rav-
ing said that, we do believe the lower parcel at Griffin and Maine
should be subject to design guidelines and we will work with you
to establish those.
It is our understanding that the lessee being considered for one
parcel is the Soil Conservation Service. We think this is an as-
cellent tenant in that they are a user who would not normally
select a downtown location and therefore development at the air -
Part will not adversely affect an already high vacancy rate in the
downtown. A guiding principle for the remaining parcels in this
area should be just that - support, don't compete with downtown.
Sincerely,
Christopher Chadbourne
