ReF t a Fire Anne Cgnnieaiw, ....................................... �•.ya 9w Ax...aRi w[W"" fX fes' We, the Firearms Commission, are pleased W report and make suggestions to the City Council our findings afters comprehensive study and review of the greater Bangor City Firearms Ordinance and Bouvdazy Linea. Our re000nandations to the Council include three (3) boundary changes, starting first to leave existing line on pewcomb Bead t0 ran out Finsen Road to Broadway, south on Broadway to existing Sine at Puehaw Road. Thesecond change was to move the line from the flag pale at Bangor Baptist Church an Broadway to southern line of Willis Tosier property, W Bangor Hydro -s astern right -Of -way in a northeastern direction to David Cole property line, from there in a northeastern direction to at post where Stuart, Cole and L&I Industries properties intersect, then approximately 1601 southeastern W existing firearm discharge line. ITS third change is W leave existing boundary line at Chase Road proceeding westeraly in a straight line, touching at north - West comer of existing commercial Zone, joining with line at bike patty, came down bike path W existing line. The Comission recommends that the City draw the new boundary line as we have presented on the firearm discharge map following definable boundaries. The next issue the Firearms Commission felt should be addressed is signage. We recommend two-way signs at all legal roan entrances to the City. Next, w suggest having signs entering Zone 1 from Zone 2 W state "Discharge of Firearms Prohibited by Ordinance, City of Bangor" and signs entering Zone 1 from out of tow to read "Discharge of Firearms Prohibited by Ordinance, City of Bangor-. Then we suggest signs entering Zone 2 from any direction to say "Discharge of Firearms Restricted by Ordinance, City of Bangor". It is suggested that signs be placed an boundary line on Zone 1 or Zone 2 on any way open to vehicle o foot traffic. Lastly on signs, wesuggest that signs be erected in Zone 1 at problem areas such as the pita onFinson Road, Sewer Accrue Read off Bullseye Bridge and Duck Nash off Gilman Road. The next issue the Commissian feels should be addressed is W amend City Ordinance, Chapter 7, Article 6, Section 7.2, Paragraph 3 W conform with Mine State Laws, Title 12, Section 7406-13 W allow discharge by owner or per- son with permission within six hundred (600) feet of said owners dwelling. The Commission would like to recommend to them Cowell W appropriate additional funds to me paliae department for signage, maintenance, personnel Oat aha educational material to be distributed through the City Clerk's Office and Bangor Public Schools. Also w recommend that the police department inform the Maine Warden Service of our local ordinances. me Commission feels that Section 9 of Chapter 7, Article 6, Fireworks Ordinance that the fine be increased to what the Council feels appropriate. Lastly, the Commission suggests that it meet at least Annually to review the firearms ordinance and make additional recommendations as appropriate.
