Commentary:
This 1s the yearly renewal of the NCH Grant the City of 3angor has had
with the Department of Human Services since 1984. Miss grant is intended
to cover the cost of two (2) Public Health Nurses. the amount of this
year's grant remains at $66,472.

ORDERED,
THAT. the City Manager, on behalf of the City of Bender, is hereby
authorizoi and directed to execute a Grant Agreement with the Maine
Department of Human Services, a copy of which is on Elle in the Office
of the City Clark, and to take all other necessary action, including
execution of documents and centracts, for the purposes of providing
services to patients seen by the Public Health Nurses.

APPROVAL OF STATE FUNDING 89-233
PROGRAM NAME: Maternal and Child Health
DESCRIPTION: This program provides health services for children
who are at risk of abuse and neglect from conception through
the beginning of school. Clients are frequently referred
from physiciang and local hospitals are required to refer every
newborn to a Health Department with a required _ contact from a
Health Department employee for an assessment.
STATE FUNDING CALCULATION: No established funding formula exists.
We submit a grant application and the State determines their
funding level.
AMOUNT OF GRANT: $66,472
TOTAL COST OF PROGRAM: $124,230 (estimated for FY 90)
PER UNIT COST: $81 per client per year (1,535 individuals)
EXPLANATION OF COST DIFFERENTIAL: State funding has never covered
full cost of program. State funding has also grown at a rate
slower than the Yate of the program. Next year's funding
will be at the same level."
