Item/Subject: Accepting City Engineer's Report - final Cost of Sanitary Sewer

Commentary:
This project covers the extension of the sanitary sever last summer
on Stillwater Avenue to Hogan Road, and easterly on Hogan Roadto
serve the new motel constructed by Miramar Properties. Inc., and the
new automobile lubeservice business constructed by Richard Bean.

and recommended assessments for the extension of the sanitary sewer in a
northerly direction efor eatdistance of 367 feet on Stillwater Avenue, and
easterly on Hagan Road for a distance of 200 feet be and hereby is accepted;

To the Municipal Officers:
Reference 3e made to City Council Order No. 88-324 passed July 25,
1988 authorizing the extension Of the sanitary sewer on Stillwater Avenue
to Rogan Road, and to City Council Order No. 88-357 passed August 22. 1988
authorizing the further extension of said sanitary sewer In a easterly
direction n Rogan Road for a distance of 200 feet. All work has been
completed as follows:
The Installation consisted of 367 feet of 10 inch PVC pipe and
one manhole on Stillwater Avenue. originally petitioned by Miramar
Properties t0 serve a new motel developaent, and an additional extension
of 202 feet of 8 Inch PVC pipe and onmanhole in easterly direction
on Hogan Road to serve automobile lubrication -service facility located
on Hogan Road as petitioned for by Richard Been. The total actual cost
of the sewer installation was $29.061.42, which compares favorably with
the original estimate of $28.600.00, reflecting an overrun of 1.61%, and
which would result in the adjustment of the estimated assessments as
follows:

Miramar Properties previously prefunded their estimated share of
$3.780.00, and Richard Bean prefunded the entire share of the Regan Road
including that benefitting land owned by the City of Bangor on the
corner of Rogan Rodd and Stillwater Avenue, in the amountof $8,800.00.
Me original Council Orders provided that Daigle Oil Cospany would be
assessed when the work was completed and the final cost was known, and
also provided that a Subordinate Agreement would beexecuted between the
City of Bangor and Richard Bean to Insure that if the City land is developed
and requires entry into the sewer, then Mr. Bean would be reimbursed 50%
of the cost of the Hogan Road sewer by the City. Consequently, it is

recommended that Miramar Properties, Inc. be billed for the additional
overrun ,went of $60.98, that Daigle Oil Company be assessed in the
immune of $1,747.75, and that Richard Bean be assessed for the overrun
of $141.98 covering his project and the vacant city land. It is further
recommended that a Subordinate Agreement bee cuted to provide for the
repayment to Mr. Bean in the a of $4,470x99 at such time as the
City of Bangor land Is developed.
Plane showing the proposed sewer extensions are on file in the
Office of the City engineer.
