TEAT , WHEREAS, a petition has been received for the extension of the
City s system on Essex Street in a northerly direction for a distance of
830 feet from its present terminus at the Prentiss Woods Subdivision: and
WHEREAS, the coat of constructing said sever, estimated to be $50,000.00,
is to be paid for by the Petitioner; and
WHEREAS, it has been determined that the proposed extension live within
an a intended for future residential growth, and which is presently served
by the Bangor Water District system:
NOW, THEREPORE, Be It
ORDERED, THAT the extension of said public sewer system be authorized
subject to the payment of the cost of construction by the Petitioner.

To the Municipal Officer e:
Reference is made to City Council Order No. 89-91 passed February
13, 1989 directing the City Engineer to determine the cost of extending
the sanitary sewer on Essex Street north from its terminus near the Prentiss
Woods Subdivision for a distance of 1,100 feet. Surveys,plan and Cost
estimates have been completed, which would indicate the following:
The proposed sewer

terminusof the sewer prop sed to be installedbyDarbro, Inc. for the
Prentiss woods Subdivision said terminus located approximately 240 feet
north of the Arctic Brack Sewer crossing on Essex Street. The proposed
extension would Consist of an additional 830 feet of 8 inch pipe and 3
manholes, at a total estimated cost of $50,000.00. This cost would be
pro rated against the properties benefitted on the basis of potential
area served, as follows:

The sewer was petitioned for by representatives of Essex Green,
Inc and is intended to serve a proposed mobile home park. Funding
for the entire project would initially be provided by Essex Green, who
have also indicated that they will pay the proportionate shares against
those ether properties which are presently occupied by a single family
house, including the land occupied by Gary, Beck, Leathers, and Stove[.
Since the property presently awned by Vagell has a potential for future
development, it is felt that they should pay a proportionate share of
the assessment, which would consist of either prepayment of their
estimated assessment o Essex Green prior to the start of construction.
or deferrals of Athenassessment for a period of up to ten years. with 10%
annual interest; said assessment would be levied a such time a
entry is requested and the payment of the assessment plus accrued interest
would be returned to Essex Green. A Subordinate Agreement would be
recorded Inthe Registry of Deeds to cover the deferred assessment.

The question of the general intent of the Comprehensive Plan to
provide for the extension of sewer
and other infrastructure into this
area of the City was discussed with the Community and Economic Development
Committee. Both the City Engineer and the Director of Community and
Economic Development pointed out that sewer -preently extends further
Orth in the Broadway -Burleigh dead area. and the proposed area to be
served is well within what is considered to be the s rablea
a of
the City, intended a ra future growth a Also, proposed land use
plans indicate that this area should be designated for low density
residential development. and therefore should include the extensions
of water and sewer. The area is presently served by the Bangor Water
District systeme
Bine the Developers have indicated that they will pay 100% of
the proposed s extension, and since the extension of the sewer in
this a clearly, and without question, conforms to the intent of the
Comprehensive Plan for this area to be a future residential growth area,

City Engineer.
