FINANCE COMMITTEE MINUTES
March 5, 2018 @ 6:15 PM

1. Consent Agenda
a. Residential Rehabilitation Loan (Confidential Memo Provided)
The loan was ratified by the Committee.
2. Bids/Purchasing
a. Waive Bid Requirement – Pumps – WWTP – Sulzer/ABS - $124,100
Motion was made and seconded to recommend purchase to City Council, motion passed
unanimously.
3. Order, Authorizing Maine Historic Preservation Commission Grant Application
Staff reviewed a draft grant application to improve the entrances to City Hall. The work would
involve the stairs, retaining walls, front doors and windows and trim above the doors.
Motion was made and seconded to recommend passage of the Order to the City Council, motion
passed unanimously.
4. Request to Take Possession and Issue Quitclaim Deed - Hayford Road
Staff reviewed its recommendation to take possession of a vacant parcel abutting a residential
structure. The residence was a subject of foreclosure, however, the foreclosure didn’t include
this parcel which was part of the residence. When contacted the new owner wasn’t aware that
this parcel was not included in their acquisition and agreed to pay all outstanding taxes (taxes
are still assessed to the prior owner and no attempt for payment has been made).
Motion was made and seconded to take possession of the lot for unpaid taxes and to issue a
quitclaim deed to the current owner, motion passed unanimously.
5. Request to Take Possession of 118 Grove Street
Staff reviewed its recommendation to take possession of this property for unpaid taxes. This
property was identified as it had multiple years of matured tax liens, the titled owner does not
appear to reside at this property. When the notice was originally posted on the property, the City
was contacted, subsequent efforts to make contact and develop a workout agreement have gone
without response. It appears this property is inhabited, the City again posted the property and to
date no response has been received. Once the City takes possession of the property, it will work
with any inhabitants to obtain housing and to address any personal property on site.
Motion was made and seconded, to recommend taking possession of the property to the City
Council, motion passed unanimously. A request was made to update the Council regarding any
inhabitants.
