Staff would recommend that the Planning Board rend these amended 1-3Zoneprovisions to the City Council. ;lt m No. I5 Amending Zoning Ordinance - Chapter V111, Article - - 10, Section J (2) - Special Exceptions in the Residential 5 Zone - C.O. p 89-159. a. This amendment is Initiated by the review of potential short-term problems requested by the City Council. All the special ax ceptions i residential z rreviewed and the. majorstreet provisions that relate to special exception locations w also reviewed as part of this process. The proposal fartheR-5 Zone included in C.O. 6 89-159 is to eliminate the motel use as one which appeared to be of..a much more intensive nature than other uses s xallowed a spe- cial exceptions in this district. There has not, in fact, been ademand Por this u n this zoning district and it is probably, only possible where other buildings would be torn down or, e at least, completely renovated within existing R-5 Zones.However, the removal of buildings in an R-5 Zone and the replacement with an out -of -character and potentially disruptive motel use should probably be avoided. b. Staff recommends that the Planning Board recommend this amendment to the City Council. Item No. 16: Amending Zoning Ordinance - Chapter VIII, Article 5, Section 3(2) and Article 21, Section 2, (11 and Section 2, (4) - Major Streets - L.O. M 89-162. a. This review of major streets was another of the items die - sed under short-term concerns. The attached table shows the status of the various major streets located in various parts of the City's Zoning Ordinance. It was concluded that some of these made little a , particularly, where streets listed a major streetsBry streets carrying light traffic volumes and streets designated as "residen- tial" into the street functional classification system. b. Therefore, there are two recommendations in regard to major streets. First, Findon Road and Essex Street were deleted from the list of streets under which mobilehome parka can be located in the Agricultural Zone. Neither of these streets is in good condition and neither has capacity of the arteri- al streets listed elsewhere in the ordinance as major streets. Also, Mt. Hope Avenue between Howard Street and Hogan Road is a short section of basically an urban residential service street which does not appear to meet the
