The Center for Research and Evaluation at the University of Maine
at Orono was retained to do a school building needs study for the
School Department which is also part of the City's Comprehensive
Plan Update. This entity has extensive experience in doing c -
inity surveys both for educational programs and for over all
d ntification of community attitudes towards development policies
and the provision of other community services.
As part of the Comprehensive Plan activity and specifically to com-
ply with the public participation requirements of the Growth. Manage-
ment Law as well as to provide additional information to the City's
School Committee and Staff about attitude towards the local educa-
tion programs, we have proposed a joint survey.to gather this infor-
mation in the most efficient manner.
The attached letter from Walter G. MacIntire, Director. of the
Center for Research and Evaluation provides the basis for the
amendment to the existing contract to provide this service. T e
final form of the contract amendment is to be app owed by e
Finance Committee.

ORDERED,
THAT WHEREAS, the City entered into a contract with the Uni-
versity of Maine at Orono Center for Research and Evaluation to carry
out a School Building Utilization Study for the School System as part
of the Comprehensive plan Revision; and
WHEREAS, said contract contains provisions for additional
services from the contractor in support of the Comprehensive Plan; and
WHEREAS, the City is desirous of surveying residents about
their attitudes toward the School System, other municipal services,
and community objectives in theprovisionof such services and .the long-
range development of the City.
NOW THEREFORE, BE IT ORDERED THAT, the City Manager be authorized
to amend the Agreement with the University of Maine at Orono Center for
Research and Evaluation to conduct a community attitude survey subject
to approval of the final amendment and fee, not to exceed $20,000, shared
equally with the School Department, by the Finance Committee.
