On review use w Staff would find the proposed u in general conformance with the standards of Article 22 Section 2 and would recommend that the Planning Board approve the special exception on the condition that the applicant presents evidence to support their compliance with standards ^d" and "f". e. The site plan submitted meets the requirements for site plan approval. Staff would recommend site plan approval on the condition that the Board grant awaiver of 16 parking spaces and the Board finds in favor of thespecial exception. ,Item No. is Zone Change - Davis Road and Finson Road - Maine �- Development Associates - C.O. N S9-ll3 a. Applicant requests a zone change from Agricultural Zone to Residential Three Zone for approximately LO acres of land on the corner of Pinson Road and Davis Road. B. The City's land use plan indicates this area for Parks and Open Space and Resource Protection. That land use policy stems from the soil conditions for an area which runalong the Davis Road and north to the Kenduskaag Stream. This area is quite flat and consists of sails which drain very poorly. If this area were not indicated for Resource Protection it would likely be proposed for Rural Residence and Farming use 5 the surrounding unding properties. The Old Capehart a zoned Residential 5, is a development which the City inherited and we would not recommend high density development in this Additionally, this parcel i at the fringe of the City's "service area". It allows up to 11 units per acre, and asany as 6 units per building (single family attached), as aspecial exception. d.
