Secondary Treatment Facilities Responsible Department Engineering Commentary: The City submitted a report on alternative treatment processes to DEF on the lar of January which recommended the AEF process for the expansion of the secondary treatment plant. Snfilco ➢egre tholds the patents on portions of the equipment included in this process, and this Order would authorize Nem to proceed, at n cost to the City, to develop a re definitive estimate of cost and a schedule for completion. Inc. - BY the City Cement of his City of Beeper: OEDEEEM THAT , WHIMEAS, the City of Reagan has entered into a Consent Agreement with the State Of Maine relative to the construction and start-up of secondary sewage treatment facilities{ and WHEREAS. 8 condition of Said Agreement provides that the City will explore the design -build, process as a means of the fast-track completion of said facilities; and WHEREAS. a specific treatment process, known as the Activated Bfo Filter process, or ABP, has been recommended by Woodard 6 Curran, Inc.. the City's Consulting Engineer, and by the City Staff, as the preferred method of secondary treatment because of its proven reliability, competitive coat, and flexibility for future expansion{ and WHEREAS, portions of AEF process are the exclusive design product of Iollies Degremont. Inc. of Richmond, Virginia (IDI). and where it is considered to be in the beat interests of the City of Bangor to involve IDI in the preliminary planning and scheduling of the secondary treatment plant design and construction using the ARF process: NOW, THEREFORE. Be It ORDERED, THAT the City Engineer be and hereby is authorised on behalf of the City Council to solicit a Request for a Mass I Proposal. including a definition of scope, a corresponding cost estimate and a proposed schedule of events of sufficient detail to permit the City to proceed with development Of a Request for Proposals for Phase II operations, including design, detailed estimating and subsequent negotiations with a deefgn-build Contractor. said Phase I project to be completed at no cost to the City and Without any future commitment to IDI relative to the Completion of design and/or construction.
