— THAT the provisions of Chapter IV be amended by repealing
Article 3 in its entirety, and replacing it with Articles
3, 4 and 5 as provided in the attachments hereto.

ARTICLE 3 - PAWWBROKERS
Sec. 1 Pawnbrokers License Reauirad. No person, firm or corporation shall engage
in the pawnbroker's business in the City of
Danger except under written license granted by the City Council and issued
under the signature of the City Clerk.
1.1 Lieense Fee. The license hereinbefore required shall be issued on the
payment of a fifty dollar fee to the City Clerk.
1.2 Effective Date of License. such litanies shall continue in force until
the first Monday in May next, following,
unless sooner revoked by vote of the City Council.
1.3 Record Rept of Licensee. The City Clerk shall keep a racord of such
licensee and revocations In a book kept and
properly indexed therefor.
Sec. 2 Aonlication Reouiymengtg_ Applications for pawnbroker's license shall
designate the place where the business is to be
carried on.
Sec. 3 Remirementa of Licensed Pawnbrokers. Every person, firm or corporation
engaged in business in the City of
Bangor under license as provided by the laws of the state or ordinances of the
city, as a pawnbroker, shall make and return each Saturday in writing at ten
'clock in the foreseen, to the office of the Police Chief, aect list
containing an accurate account and description of all propertycorr
received and
held in pawn, or purchased or sold, or redeemed, traded or dealt in, end the
me and residence of the pawner, seller, purchaser, redeemer, or person, firm
or corporation traded or dealt with, and the disposition made or reported, to -
gather with a statement of the time when such property was pawned, offered for
pawn, bought or sold or otherwise redeemed, traded or dealt in.
3.1 Sim Retained, Every person, firm or corporation so licensed shall
put and keep in some conspicuous place on and outside
of such place of business, a sign designating, a licensed pawnbroker,
and the name of such licensee.
Sea. 4 Penalties. Violations of any of the provlsions of this ordinance or any, of
the conditions of any, pawnbroker'a license granted by the City
of Seeger shall be punished by a fine of not leas than fifty dollars nor
more than one hundred dollars for each separate offense, and each days
violation of any provision Aeremger shall be deemed a separate offense.

Sec. I - Sec. 4
CHAPTER N
*ARTICLE 5 - DEALERS IN SECONDHAND ARTICLES
Sec. 1 License Required. Except as hereinafter provided, no person, firm or
corporation shall deal Insecondhand articles, or con-
duct, operate or sponsor a sale of secondhand articles, In the City of
Bangor without having first obtained a Dealer in Secondhand Articles
License. For purposes of this Ordinance, the term "secondhand articles"
shall be construed as used personal property having a gross sales price
in excess of Twenty-five ($25.00) Dollars.
**Sec. 2 Licensing Requirements. Application for a Dealer in Secondhand Articles
license shall be made to the City Clerk and
shall state thereon the rete of the applicant, the applicant's address,
and the address at which said secondhand articles are to be sold. The
annual fee for such license shall be Fifty ($50.00) Dollars; provided,
however, in the case of sale of secondhand articles at a single
location and with more than one participant, the sponsor of such sale
shall obtain one (1) license as required by this Ordinance. In addition,
each participant In said sale shall obtain a non-transferrable permit ata
fee of Five ($5.00) Dollars per table to be Issued by the City Clerk for a
duration of not more than three (3) consecutive days. The license shall
continue in force until the last Monday in May next following. Every
person licensed or granted a permit under this Ordinance shall keep a
record of all secondhand articles by him purchased, and offered for sale
In the City, together with the date of purchase name and address of the
seller and a description of each article brought. Such record shall be
kept open for public Inspection at all times by representatives of the City
of Bangor.
Sec. 3 Exemptions. The provisions of this Ordinance shall not apply to such
persons or businesses operating duly licensed automobile
graveyards, Junkyards, pawnshops, or licensed as dealers in old gold,
silver and precious metals or operating under a permit for the sale of
personal property pursuant to Chapter VII, Article 15 of these Ordinances,
or to casual sales or sales of used motor vehicles.
Sec. 4 Penalties. Any person who shall in any manner violate any of the pro-
visions of this Ordinance, or violate any conditions of any
license or permit granted under the previsions hereof, shall on conviction
thereof be punished by a fine of not less than Fifty ($50.00) Dollars nor
more than One Hundred ($100.00) Dollars.

CHAPTER N
ARTICLE 4 - DEALERS IN GOLD, SILVER AND PRECIOUS METAIS
*Sec. 1 License Required. No person, firm or corporation shall engage in
business as a dealer In old gold, silver and
precious metals in the City of Bangor, except under written license
granted by the City Council, issued under the signature of the City Clerk,
and payment to the City Clerk of an annual license fee of Fifty ($50.00) Dollars.
Such licenses shall continue In force until the first Monday in May next
fallowing, unless sooner revoked by vote of the City Council.
Sec. 2 Written Record Required. Every Parson, firm or corporation engaged in
business as a dealer in old gold, silver, and
precious metals in the City of Bangor, shall make a written dally record,
in duplicate, of each transaction whereby any old gold, silver or precious
metals are purchased or otherwise acquired by such licensee. Such re-
cord shall disclose the name of the licensee, date, name and residence
of seller, description of each article sufficiently accurate and complete
to identify It, the consideration paid therefor, and shall be signed by
the licensee or by the licensee's agent.
2.1 Records Filed with Police Chief. Every licensee hereunder shall
file the duplicate copies of the
dally record required by Section 2 In the office of the Chief of
Police by ten o'clock in the forenoon of the Saturday following
date of such record.
2.2 Identification Ins ction and Validation of Articles. Every licensee
hereunder shall
retain possession of all articles of old gold, silver and precious
metals purchased or otherwise acquired for the period of one week
from the date of filing the record thereof in the office of the Chief of
Police during which period said articles shall be subject to identifi-
cation, lnspectlon and valuation by the Chief of Police, or any
officer of the Police Department, and such persons as shall assist
said officers. Such licensee shall produce and identify any such
article upon request of the Chief of Police or any officer of the
Police Department.
Sec. 3 Violations and Penalties. Violations of any of the provisions of this
ordinance shall be punished by a fine of not
less than Fifty ($50.00) Dollars nor more than One Hundred ($100.00)
Dollars for each separate offense, and each day's violation of any pro-
vision hereunder shall be deemed a separate offense.
