HomeMy WebLinkAbout2018-02-26 18-127 Order 02/26/201818-127 02/26/2018 18-127 Code Enforcement Order 040-116 Title, Order Authorizing the City Manager to Demolish the Structure at 11-15 Garland Street and Lien the Property for Costs Incurred. This Order would authorize City staff to take action and expend funds to demolish the dilapidated building at 11-15 Garland Street and lien the property for the costs incurred. The building at 11-15 Garland Street has been placarded and vacant since 2014. The Code Enforcement Department has attempted to work with the property management company and the bank foreclosing on the property. In June of 2016, the building was placarded for issues that included an unsafe electrical system, no heat, no water, failed foundation, and a number of other violations. The building was again placarded and noticed in July of 2016. An initial notice regarding demolition of the building was sent in January of 2017. At this time, structural deficiencies to the building, largely due to lack of maintenance and prolonged exposure to the elements, make this building beyond rehabilitation. A notice requiring progress towards repair or demolition was sent on December 27, 2017. No progress has been made. As a result, staff recommends that the Council order the building be demolished and that a lien be placed upon the property to recoup costs incurred by the City. This item will require a public hearing. IN CITY COUNCIL FEBRUARY 26, 2018 CO 18-127 MOTION MADE AND SECONDED TO OPEN PUBLIC HEARING PUBLIC HEARING OPENED NICK MULLINS EXPRESSED AN INTEREST IN RENOVATING THIS PROPERTY. GARY SMITH CONGRATULATED THE CODE OFFICE AND POLICE FOR HELPING IN THE NEIGHBORHOOD. HE SAID THIS PROPERTY HAS CAUSED HIM PROBLEMS AT HIS BUSINESS. MOTION MADE AND SECONDED TO CLOSE PUBLIC HEARING PUBLIC HEARING CLOSED MOTION MADE AND SECONDED TO:POSTPONE UNTIL THE NEXT REGULAR CITY COUNCIL MEETING.
