Commentary:
Cher the past several mnnths, we have, been discussing an advertising policy
which would govern mimercial advertising in City facilities. The need for
such a policy was recognized std grew out of discussions at the Bass Park
Committee, and has subsequently been reviewed and discussed at the G unity
Relations Committee. The proposed policy has been drafted and reviewed and
the attached Order would adopt that policy.

THAT the attached advertising policy is hereby adapted by the City
Council of the City of Bangor anti shall be used to guide all City staff in
dealing with a rcial advertising in City facilities or at City-spansored
events.

Advertising Policy
1.0 Purpose
To establish the conditions urc r which mmierclal advertising will be
permitted in City facilities or an City equipment or property.
2.0 Policy
Advertising is generally prohibited in City facilities or an City
property except for;.
2.1 Tbe interior of the Bangor Auditorium;
2.2 The grandstand area in Bass Park;
2.3 The municipal Golf Course;
2.4 Bangor international Airport
2.5 City rimes;
2.6 BmreWards associated with City sporting facilities such as
softball fields or hockey rinks.
3.0 Conditions for AWroval
Camercial advertising will be permitted under the following
mnlltims;
3.1 A fee or other valuable consideration must be paid inmrdance
with a schedule of fees aWronel by the appropriate CWnciCrnmittee;
3.2 Advertising is placed in an area or areas approved by the
aWropriate City Department Head;
3.3 A signed agreement exists between the City and the advertiser;
3.4 The City retains approval of the advertising copy or display, such
approval to be at the discretion of tbe appropriate City Department
Head;

4.1 No political advertising of any kind or character shall be
permitted except for paid political advertising on City busses aM
signs and posters displayed during political events at the Bass Park
Facility where a fee has been charged for use of the Facility.
4.2 No tobawa product advertising shall no permitted;
4.3 Advertising for alcoholic beverages will be permitted only where
such beverages are sold or at special events spcnac a by the
manufacturer or distributor of such beverages.
4.4 The Director of Parks ant Recreation is authorized to permit
terporary Advertising in City parks or other facilities under his/her
control during events allowed by the City and sponworN in whole or in
part by the commercial firm displaying such advertising;
4.5 The Director of Parks ant Recreation is authorized to permit
Advertising on the groumis of Bass Park Luring the Bangor State Fair in
conjunction with commercial or agricultural displays which constitute
an integral part of tho Fair or in conjunction witi events approved by
the Director ant occuring under commercial sponsorship;
4.6 Advertising may be permitted on sooreboardsm informational signs
or other equipment where such items are donated to the City in return,
in whole or in part, for such advertising: Tho acceptance of such
signs and advertising mast be approved by the City Department Head
respouible for the facility or property on which such sign/scoreN rL

Committee. Permission for such advertising shall be either for a fixed

4.7 My additional exceptions to Nis policy must be zeviewM ant
approved by the City Council.
4.0 Bulletin Boards. Limited advertising may be allowed on bulletin
boards in or on City facilities whore such advertising has been
appn by the Departmaat or Division Head responsible for the
facility. This will extent to notices of itans for sale by City

Advertising Policy
1.0 .Purpose

2.6 Scoreboards associated with City sporting facilities such as
softball fields or hockey rinks.
3.0 Conditions for Approval
Commercial advertising will be permitted under the following _

4.0 Other
4.1 Hp political advertising of any kind or character shall he
permitted except for paid political advertising on City busses and
signs and posters displayed during political events at the Bass Park
Facility where a fee has been charged for use of the Facility.
4.2 No tobacco product advertising shall be permitted;
4.3 Advertising for alcoholic beverages will be permitted only where
such beverages are sold or at special events sponsored. by the
manufacturer or distributor of such beverages.

4.6 Advertising may be permitted on scoreboards, in£ornutional signs
r other equipment where such items are donated to the City inreturn,
in whole cr in part, for such advertising. the acceptance of such
signs and advertising must he approved by the City Department Head
