In general, six committees are established and the duties of each are outlined with specific attention given to actions which any committee might take which do mt require appttmal by the full Council. Please alae rote that there are several areas, in particular i relationship to that Finance Committee and the Bass Park Committee, which reonrequire completion by the Council as a whole. 'There shall be six (6) Stam3ing Crnmittees of the City Council to be known as: (1) Finance Committee, (2) Wvernmental Operations Committee, (3) Enterprise Operations Committee, (4) Bass Park Committee, (5) Community end ECnnOmic Development Committee, and (6) Community ami Legislative Relations Carvmittee. Each Committee shall consist of five (5) members appointed by the Council Chairperson from the City Council membership. Committee members shall be appointed as soon as possible after the annual election of the Council Chairperson. They shall serve terms of one (1) year each and until their successors are appointed. The council Chairperson shall also appoint one or more members of each Committee to serve as its Mairperwn(s). Each Committee shall meet at least wore per mntb. Three (3) members shall constitute a quorum. Bach Committee shall �rform the following tasks and functions and such other tasks and functions as may be delegated to it by the City Council from time t, time. 6.1 Finance Committee: (1) Review of bids and award of contracts, without further action by the City Council, within the limits of this. paragraph, for the purchase of supplies, equipment, services and the construction of public facilities, including public buildings, roads and sewers. The Committee's authority to award contracts under this paragraph shall be limited to those situations where: (a) the item has previously been authorized in the school budget; (b) the amount to he expended under the contract is covered by an existing appropriation; (c) the term of the contract is for three (3) or leas years; and (4) the total amount to he expended under the terms of the contract does net exceed One Hundred Thousand ($100,000.00) Collars. (2) Review of bids and advisory comment to the City Council on proposed contracts for the purchase of supplies, equipment, services and the instruction of public facilities net qualifying for direct award by the Committee pursuant to Paragraph (1) above. (3) Review of bids and final approval for the issuance of Focus for snort -term and long- term borrowings where such borrowings have previously been approved by the City Council. (4) Annual review and advisory comment to the City Council concerning the City Manager's proposed budget for the following departments, divisions, and special appropriation arromtsi Private schools, City Council, sxecutive, City Clerk, Finance, Assessing, Legal, Personnel, Motor .. (2) Review and advisory comment regarding proposed Council Orders, Ordinances or Resolves relating ro the departments outlined above. 6.3 entetprise Operations Gammlttee: (1) Annual review and advisory roman ro the City Council concerning the City Nanager's proposed budget for the following departments,. division - and special- appropriatim accounts: Bangor City Nursing 6 Health Center, Sewer Fund, Parking Fund Golf Course, and Airport. (2) Review and advisory carment regarding proposed Council orders, Ordinances or Resolves relating w the departments outlined above. (3) Review and final approval of agreements for the rental or lease of land and/or buildings in the aeronautical areas at Hanger International Airport, the Golf -2- Course, parking facilities, and Bangor City Nursing b Health Center for terms not to exceed three (3) years. (3) Review and advisory comment W the City Council concerning proposed changes in the City's Conpiehensive Plan. (4) Review and advisory comment to the City Council _ inning econaaic developmmnt projects requiring final Council approval. (6) Review and advisory comment regarding proposed Council Orders, Ordinances or Parolees relating W the departments outlined atove. -3- 6.6 Community and legislative Relations Committee: (1) Review and advisory, comment to the City Commcil regarding applicants for positions on City boards, commissions and committees. (2) Advisory assistance to the City Council on matters involving governmental relations. (3) Review and advisory comment to the City Council on matters involving advertising and public relations or community events or promotions. 6.7 Committee Chairmen.
