The Planning Board at its regularly scheduled meeting on January 3, 1989 held a public hearing on the above zone change request. Ray Cote, representing theapplicant, spoke in favor of the proposed zone change. Elizabeth Lewis, an abutting property owner asked questions regarding the permitted uses in the Industrial 2 Zone and the Commercial 3 Zone. John Plummer, although not necessarily opposed to the zone change, expressed his concern with the existing traffic on Thatcher Street and the existing usage of this lot by overnight trucks. The Planning Board, after consideration of the nature of this area of Thatcher Street, voted 5 to 0 in favor of a motion to recommend approval to the City Council of C.O. ;@ 89-44. The proposal before the Board has approximately 25 less nits than that previously denied by the Board on Novem- ber Y, 19BB. The Staff would find this application large- ly unchanged in terms of the special exception standards. C. The present plan includes a proposed single-family home n front of the park which Staff has advised the applicant should not be an the plan. The development of Ingle-fmaily housing is not a part of the special excep- tion review for a mobilehame park. Staff has also asked the applicant to provide evidence of their ability to provide public sewer and water s asrequired by Article 5, Section3 M (g) II and 111. At the time of this memorandum the Planning Office has not received any documentation as to the viability of utility extensions. (This is the basic condition of the special exception requirements for mobilehame parks in the Agricultural Zone. d. Staff would find the proposed request unchanged in terms of the criteria of Article 32, Section 2. With exception of those items noted above, Staff would maintain its pri- or position on this project. Item No. T: Final Subdivision Plan - Dowd Industrial Estates - Bangor Target Area Development Corporation a. Applicant requests an to the existing approved Dowd Industrial Park Subdivision located off Odlin Road in an Industrial 2 and an Industrial 3 Zone., b. The revisions proposed include, a 15' conservation ease- ment, - ent,astoa rmwater detention pond easement, the relocae dn e o of a property line between two adjoining lots, and thecreation of one new lot. C. All the proposed changes meet the requirements of the Subdivision Ordinance and the requirements of the I-2 and 1-3 Zones. All the public improvements are in place s o bonding is required. Staff would recommend final plan approval. Item No. 8: Zone Change - Thatcher Street - Webber Oil Company a. Applicant requests a change from Intlustrial 2 Zone to Commercial 3 Zone for approximately 12,400 sq. ft. of land located On Thatcher Street. b.The land in question is located 140 feet north of the intersection of Olive Street. Applicant requests site Plan approval to construct a 1,100 sq. ft. building at 861V Stillwater Avenue in a Commercial 2 Zone. b. At the time of this m andum, the Planning Staff has not received the documentation on the applicant's vari- ance from the Zoning Board of Appeals, due to the short time span in between the two meetings and the Christmas holidays. c. Staff would request that the Planning Board continue this item to their next regular meeting to allow for adequate review of this project.
