At the present time, numerous oq:loyms perceive that they are being inequitably treated in the classification study, i.e., that in coaparison to other City egrloyms they either perform more denanding work at the same salary or perform the sane work at a lesser salary. The last cowplete pay classification study performed in the City was done in 1969, and is Currently outdated. At the present time, we do not have a crnplete and mnprehemive set of job classifications for all of our employees. During the budget process, Council approved staff's request for $30,000 to perform such a study. pursuant to this approval, stuff has advertised for and has received responses from eight organizations. These responses were reviewed by a staff cannittce mrposed of the City Manager, City Solicitor, Personnel Director, and Purchasing Agent. As a result of this review, three firms were selected for inmrvlews. the firms interviewed included Olney, Associates, Public Administration Service and Wagoner, Irwin and Scheele, and Associates. After the review, it was the Co mittee's unanimcus opinion that the firm of Waggoner, Irvin, Scheele, and Associates, Inc. had presented the best proposal. 1te Cawittee was particularly iapressed with the ties's proposal to interview all anployees as to apposed to a 258 to 358 sale, with the system which the firm would use for establishing internal equity among our various Classifications, with the degree to which we managmvent and supervisory staff would to involved in their study approach, with the iWleeentation assistance which the film would provide and with the ease with which the established system could be maintained and carried on by in- house staff. Unfortunately, there was one problem. Its, price quoted by this firs for their entire package was $51,362. Tbis price world include establishing job descriptions and job classes for all City a loyms with the exception of unionized Police and Fire eaployses, evaluating the jobs from an internal equity point of view, performing benchmark job market surveys to insure that internal equity considerations would net result in a City pay classification system which was cut of line with prevailing job market conditions, and developing an euplofee evaluation systen to he iaplemented t mughout the organization. The price quoted for Olney Associates for these same services was $46,400 and Public Anadnistration Services quoted $50,420. 89-17 After several meetings and ones quite detailed discussions with both Public Administration Service and Waggoner, Irwin, Scheele and Associates, the Committee has recommended that the City proceed with the study and contract with Waggmer, Irvin, Scheele and Associates in the amount of $51,362. this proposal was presented to the Finance Committee, and the two members of the Committee who were present split in their recovnendationa. One member emended that the study be performed, while the other mcameded that it not be pursued at this time both because of the total est involved and because of some concern over whether the pending reorganization would affect the proposed study and make this a had time to proceed with it. staff will be prepared on Monday to discuss this proposal in detail and w provide you with any additional information which you might desire. At the present time we continue to believe that this study should be performed in order ro specifically address the concerns of certain of our employees. Since I have arrived, my policy has been not to address any requests for reclassification or pay adjustment until such time as an objective system has been put in place for such purposes. While I believe City employees who do feel unfairly treated have been patient and accepting of this policy, I also believe that they have felt that steps would be taken m try and resolve it in the upcoming budget process. I would very mach like to address these concerns as quickly as possible. One further note. After the Finance Committee meeting, I was reminded that language is present in our contract with the Public Works coq loyees requiring the City to hire an independent private wage consultant to study all bargaining unit job classifications and pay rates. Should the proposal to hire Waggoner, Irwin, S Celle not be accepted, I would recommended that staff be requested to work further with the Finance Committee to select a firm, perhaps at a lower price, re perform the study or a more limited version of it.
