The City requests a zone change from Residential 4 Zone to Residential 1 Zona on a parcel containing approximately 47,000 sq. ft. located on the corner of Westland Avenue and Union Street. The City is making application on behalf of three single-family homeowners. b. This parcel was before the Board on two prior agendas as a discussion item. These three parcels were rezoned in the 1974 Zoning Ordinance to R-4 from their prior zoning of Residence A (single Family). These parcels have a dead restriction limiting their use to single-family residential. Although the Land Use Plan calls for high-density residential, the existing use is single family, the deeds restrict the use to single Family, and the land owners desire down zoning to R-1. Staff would recommend that the Board recommend C.O. p 89-6 to the City Council for approval. Item No. 5: Zone Change - Front Street - Cicv of Bangor - C.O. 8 89-8 a. Applicant requests a zone change from Commercial 3 Zone and Industrial 3 Zone to Waterfront Development District for approximately 5 acres of land off Front Street. The land in question is owned by the City between Front Street and the Penobscot River. b. This area was part of the Waterfront Development Plan prepared this last year. The Waterfront Development District (the zone which was designed for the redevelopment of the Waterfront which was adopted in August)will provide for much morecompatibleuses than the existing mix of commercial and industrial zoning, presently in place. C. Staff would recommend that the Planning Board recommend the proposed zone change to the City Council. Item No. 6: Final Subdivision Plan - 635 Kenduskeag Avenue - Morris Far a. Applicant requests final planapproval for a 45 -Sot subdivision located off Kenduskeag Avenue in a Residential 1 Zone. b. This subdivision received preliminary plan approval at the November 210 1988 Planning Board meeting. The final plan submitted is unchanged from the preliminaryand meets ordinance and submittal requirements. The final plan submittal and application indicate that the applicant intends to construct the entire 45 let, 19.72 acre subdivision at once and not in phases. Staff would recommend that bond be posted for the improvements in the subdivision and that final plan approval be conditioned upon posting bond.
