' 1. Discussion on request from Bangor Alliance of Musicians for"Unleash the Music." ' Noel Walsh and Danielle Trembley, coordinators and founders of the Bangor Alliance of Local Musicians, presented their request to hold a two-day music ' festival, "Unleash the Music" on Saturday and Sunday, July 5"' and 6"', 2003. This family oriented festival would allow Bangor to grow culturally and to showcase local talent while enhancing the National Folk Festival in August. ' The event would be free of charge to the public, and not for profit. Walsh said that they have 30 bands so far, and Trembley said that they would ' probably be classified as jazz. They discussed their plans and asked for assistance in obtaining a venue for the event. ' The Committee voted to authorize staff to work with Bangor Alliance of Musicians in details associated with planning for "Unleash the Music." ' 2. Discussion of request for proposals for waterfront development. ' John Rohman stated that he thought he might have a conflict on this topic based on the fact that WBRC is listed in the waterfront development proposals. The Committee voted that Rohman did have a conflict of interest. , The Committee elected Crowley to be chair for this discussion. ' ' 1 ' Rod McKay said that at the direction of the City Council, staff issued a request for proposals to solicit development interests for the waterfront project. McKay said ' that we received five proposals and one late proposal. He described the proposals in alphabetical order, with the late one last. The � Committee received proposals from Robert Baldacci for a 5-6,000 sq. ft restaurant facility on Front Street between the two parking lots. Baldacci would , be the developer and would look for interest in a tenant to occupy the facility. McKay said that Baldacci is asking for the City to deed the property to him. Downtown Developers of Manchester, NH have submitted a proposal to be a ' master developer of the waterfront project. Faulkner USA of Austin, 7X have proposed several use on the waterfront. This group has taken the Hunter Report, an analysis of the uses for the waterfront, and has proposed � development of a full service 200-250 room hotel with a restaurant and conference center. The Hunter Report states that as many as 310 units could be developed on the riverFront, but Faulkner USA is proposing to develop 5-10% of ' these luxury units of housing. They also are proposing an office building of 30,000 to 100,000 sq. ft. They feel that there is a way to finance this with tax ' exempt financing. Arthur McCabe may be interested in submitting a proposal. Penview Associates of Bangor, ME would like to develop 40 condominium units. The Peregrine Group LLC of Rumford, RI is proposing 36 condominiums on the ' waterfront. After the May 21�` deadline, we received a proposal from R.E. Investments, Inc. with a developer that would prefer to remain confidential to build a Trenton lobster pound type facility. To do so they would like the use of , the public restrooms of the harbormaster's office. McKay said that our intent was to draw out whatever intent might be out there � for the waterfront. McKay asked for questions before going into executive session to discuss staff recommendations. Nealley asked if there is a list of interested developers from the past. McKay said ' that until we select a developer and the Council approves a specific developer for a specific site, we will encourage developers to submit proposals. , Farrington said that we have one that wants to develop the whole area? McKay ' said that Downtown Developers will partner with several other developers for specific components of the proposal. The Committee voted to go into executive session. , , , , ' ' ' 3. Executive Session — Negotiations and land disposition — waterfront development. , The Committee voted to return from executive session. The Committee had a brief discussion regarding transit issues and how they ' might impact the potential reorganization of line functions and committees. 4. Bangor Museum and Center for History exhibit opening — 6 State ' Street. ' The Committee adjourned the meeting at 6:30 p.m. ' � ' , ' , , ' , ' ' ,
