HomeMy WebLinkAbout2005-10-25 Government Operations Committee Minutes t Government Operations Committee ' October 25, 2005 Minutes � Councilors in Attendance: Greene, D'Errico, Farrington , Staff in Attendance: Farrar, Martzial, Cammack, Comeau Others: Hallie Tyler Committee Chair Greene opened the meeting at 5:00 p.m. , 1. Professional Services agreement — Homeless Continuum of Care ' Coordinator TJ Martzial, speaking on behalf of Heaith and Welfare Director Yardley, noted t that for several years the City has engaged the services of an independent contractor to coordinate and submit the Homeless Continuum of Care grant , application to the Department of Housing and Urban Development. Ms. Sally Healey has served in this role and her service has been exceptional. The City of Bangor contributes $10,000 to the cost, while other participating organizations / contribute the balance of the amount necessary to fund the contract, or approximately $15,000. The renewal contract calls for compensation of $20,000 and an additional $5,000 for training, technical assistance and travel. Committee , members were pleased that other organizations were participating financially and with the success of the program. It was moved, seconded and voted to recommend approval of the personal services agreement to the Council. ' 2. New Video Conferencing Capability — Bangor Fire Department � Chief Cammack explained that Bangor Fire Department has been selected by Maine Emergency Management Agency (MEMA) to receive video conferencing � equipment. This equipment will allow for conferencing ability directly with MEMA, other local fire departments and among our three fire stations. The equipment will save on travel associated costs both outside the community and � for internal training purposes. Bangor is receiving the equipment without any matching requirement or cost. Committee members discussed the benefits to Bangor and were pleased that Bangor Fire had been selected. No action was , required on this item. 3. Proposal for Off-Leash Dog Park � The City has been recently approached about the possibility of creating an off- leash dog park. Ms. Hallie Tyler of Winterport presented her proposal to the � Committee. This proposal involves locating and establishing an area that could , , � Abe fenced in and would allow dogs to play, run and exercise without the confinement of a leash. Ms. Tyler believes there is a need for such a park based upon her experience operating a dog care facility and her impression from seeing ' the number of dogs in Bangor. She noted that there might be several interested groups including the Humane Society, veterinarians, other dog care facilities, dog ' owners and pet supply companies. She indicated that her hope was that the City would like to take this on as a project. Potential costs would include land, fence, seating, maintenance and possibly a card system to allow/control entry. The 1 Committee asked several questions and discussed the issue further. Parks and Recreation Director Comeau offered some suggestions based upon information , he had seen regarding these types of facilities. The Committee decided that the idea was worth pursuing and asked staff to further investigate the proposal with assistance from Ms. Tyler. They thought this might be a good project for a � community-based effort, particularly among dog owners. Staff will report back to the Committee with further information once obtained. Ms. Tyler indicated her willingness to assist. � Committee Chair Greene thanked his fellow Committee members for their service this past year. He also expressed appreciation to Council Chair , Farrington for appointing him as Chair. Greene noted that the Committee had been productive and had dealt with a number of important issues during the preceding twelve months. , With no further business to come before the Committee, the meeting was � adjourned at 5:30 p.m. r � � � � � � � '
