GOVERNMENT OPERATIONS COMMITTEE
MINUTES �
September 25, 2002 �

Other Present: Several residents, Robyn White, Dr. Babcock, Tim Chandler
Councilor Tremble convened the meeting at 5:00 pm. �
i. Ambulance Biiling Service Agreement—Town of Bar Harbor �
Chief Cammack presented a request for the Bangor Fire Department to enter into
an ambulance billing service agreement with the Town of Bar Harbor. This �
agreement is similar to those currently in place with Orono Fire Department,
Downeast EMS and Corinth Ambulance Service and would generate �
approximately $9,600 in revenue.
Tremble asked if this changed any positions at the Fire Department, to which �
Chief Cammack replied no, that there are currently 2 '/z positions.
The committee recommended approval to full council. �
2. Council Ordinance 02-341 Amending Schedule 1 of Chapter 291, Article
III of the Code of the City of Bangor— Parking Prohibited at all times — �
Ohio Street
Farrar noted that this proposed ordinance would establish a no-parking zone for �
a distance of 175 feet in front of 97-99 Ohio Street. This request is the result of
the BAT-Community Connector having difficulty negotiating the corner when �
vehicles are parked there; causing buses to travel in the oncoming traffic lane.
Tremble asked if the property owner was aware of the request. OfFicer Roach �
said he talked to the property owner who said he thought this was a good idea.
The committee recommended approval to full council. �
3. Council Ordinance 02-358 Amending Schedule 1 of Chapter 291, Article

III of the Code of the City of Bangor — Parking Prohibited at all times —
� Garland Street.
Farrar stated that this proposed ordinance would establish a no parking zone for
� a distance of 45 feet on Garland Street, near the intersection of Maple Street.
Farrar said this request was a result of residents' concerns of a lack of sight line
on Garland and that the patrons of the beauty salon use this area for additional
� parking for their visits.
The committee recommended approval to the full council.
, 4. Council Ordinance 02-359 Amending Schedule 1 of Chapter 291, Articie
III Section 38(A4) of the Code of the City of Bangor— Chatham Street
� Farrar noted that this proposed ordinance would restrict parking to the northerly
side only of Chatham Street, from Ohio Street to Union Street.
', Sgt. Roach said that there is a doctor's office on the corner of Chatham Street
and Union Street, and that employees are parking there and on Husson Street.
� With cars parked on both sides of the street, he could barely get his car through,
and neither an ambulance nor firetruck would be able to get through. Public
Works also has a problem trying to plow in the winter months.
1 Dr. Babcock discussed the plowing situation, and that the sidewalks are not
necessarily plowed in a timely fashion, thereby causing pedestrian traffic in the
�) street.

� Mr. Chandler, a Chatham St. resident, presented a photo of the area in question.
He noted that he witnessed several cars parked on the street that belong to
employees of the doctor's office. He said that it is a reasonable expectation that
� visitors to his home could park on the street in front of his house. He noted that
Dr. Gratwick put in a handicapped access parking spot in the back of his office
building, which has affected the total allowable spaces that he has. Mr. Chandler
� said that the parking ban would address the safety concerns, however it would
not meet the needs of the residents. He suggested that the street have a time
restriction of 2 hours, or to have residential permits.
� Tremble noted the discrepancy between the council order and the letter sent to
residents by the police department, and asked for clarification of which side of
� the street parking is prohibited. Sgt. Roach said that the proposal is to limit
parking to the south side of Chatham.
MThe committee recommended amending the proposed ordinance to include: no
parking on the north side of Chatham Street, and no parking from 8 am — 5 pm

on the south side, Monday-Friday, and a sunset provision of six months, to the
full council. ,�
With no further business to come before the Committee, the meeting was �
adjourned at 6:05 p.m.
