HomeMy WebLinkAbout2003-02-03 Parks and Recreation Advisory Committee Minutes , , ' ' Parks & Recreation Advisory Committee ' Minutes of February 3, 2003 Members Present: Councilor Tremble, Louise Shindler, Cary Weston, Kevin Frazier, , Thomas Civiello, Matt Watkins Staff Present: Frank Comeau, Tracy Willette , Director's Reaort ' Frank had the privilege of being a part of the Entertainment Selection Committee for , the Folk Festival last week. This year's Festival should be bigger and better than �ast year's. � City Staff inet last week with representatives from WBRC to discuss the roof vent design for the Sawyer Arena expansion. WBRC will submit a new design soon with , installation planned for Spring. The Beth Pancoe Swimming Pool Committee will meet tomorrow with ' representatives from Carpenter Associates to finalize plans for the pool. IYs anticipated that the site plan review by the Planning Board will be on February 18�h. The Director has started preparing the FY04 budget. It will be a difficult budget year. , Several capitai items currently being considered by Frank are replacing the gym fioor in the Rec Center with a Tara Flex All Purpose Sports Floor. With an increase in activity such as ' Youth Basketball, Adult Volleyball, John Bapst High School Practice, Tots Playtime, Frank feels that a new floor should head the list of capital priorities for the department. Aiso being considered is a citizen request to install stockade fencing along the easterly border of the ' Union Street Complex to protect the back yards of the homes on Randolph Drive $8,000. The roof trusses at Sawyer Arena should be treated and painted in the near future at an approximate cost of$25,000. Capital improvements anticipate at the Golf Course are: Golf , Cart Path Paving Program $20,000, Golf Cart Replacement Program $26,000, Bunker Sand Replacement Program $15,000, Club House Roof Replacement$12,000. ' ' , , ' Advisory Committee Minutes Page two. , Other Business ' A lengthy discussion was held about the duties of the Committee. Some members would like to take an active role in establishing a vision plan for programs and facilities. ' The Director suggested that in the near future time be set aside to discuss and formulate a plan of action for the Department. Once the plan is in place,the Committee will present it to the Government Operations Committee of the City Council. ' A brief discussion was held regarding the request from Husson College for$900,000 from the City for their baseball complex. Several members felt that it was not good ' investment for the City, especially with the current budget crises looming. No official action was taken. ' Proqram Report Youth Basketball with 110 participants concluded last Saturday. Many favorable , comments were received about the program. The second Learn To Skate session with 58 participants will conclude on Sunday. The second trip to Sugarloaf was postponed and re- scheduled for March 9�h. The second session Ski and Snowboard Lessons will begin , Tuesday of this week. Plans are well underway for the 3�d Annual Cardboard Carnival co-sponsored with WKIT radio on February 22^d. The FatherlDaughter Dance set for this Friday is sold out once again. Registrations for the Kenduskeag Stream Canoe Race are ' available. We will have a table at the Camp Bangor Fair on Wednesday. ' Meeting adjourned at 5:00 p.m. Next meeting is scheduled for Monday, March 3, 2003. ' ' , , , ' '
