Parks and Recreation Advisory Committee '
Minutes of February 4, 2008 �
City Council Chambers
Members Present: Tim Chandler, Rich Powell, Cary Weston ,

The meeting was called to order at 4:05 pm. �
Tracy reported the preliminary work has begun on the FY 08/09 budget. Tracy indicated there
will be more information forthcoming at later meetings and he will be meeting with staff to
determine needs for the department in the upcoming year. Tracy also asked the group to provide �
any feedback they may have regarding any needs the department may need.
Tracy next reported that the department has started taking golf inemberships for the 2008
season. Further discussion regarding the golf course included: �
• A renewed marketing effort promoting the benefits of the golf course.
• Reviewing the various amenities to ensure we are competitive with other �
courses in the area
• Rich Powell asked if we could pursue the possibility of opening earlier.
He also indicated it may be worth trying this option on selected days to
determine the level of interest. '
Cary Weston inquired about the maintenance of outdoor ice. Tracy reviewed what the
department has been attempting to date and reviewed the challenges of maintaining outdoor ice �
in general. Tracy also indicated staff has some ideas of improving our outdoor ice maintenance
for next winter.
Councilor Blanchette asked Tracy to assess the possibility of keeping the pools open later in the �
summer season. Tracy indicated he would first determine staff availability later in August. This is
typically the biggest challenge with extending the season.
Tim Chandler asked about the process and criteria used for selecting staff at the pools which '
Tracy reviewed. Mr. Chandler also asked the status of the Adopt A Park program which Tracy
reviewed. Tracy also indicated that this is a program he hoped to review when a new Director
has been selected. �
Tracy briefly reviewed the status of the selection process for a new Parks and Recreation
Director. �
Tracy then provided the Committee with the following program information:
YOUTH BASKETBALL �
We recently concluded our youth basketball season with approximately 100 youth participating on
4 boys' teams and 4 girls' teams. Games were played here at the Parks and Rec. center on �
Saturdays with each team practicing once per week.

, Superintendent Ervin explained that it may be possible to devise yet another program to
help these students adjust to the classroom, but he noted there are two other emerging
� options. With school rooms nonexistent, the first option is the addition of a portable
classroom unit to an elementary school site to create new instructional space. This plan
� would open room for a program focusing primarily on behavior and fundamental
academics. The second option is developing regional response for children with
significant behavioral issues associated with a disability. In this regard, the Executive
� Conunittee of the Southem Penobscot Regiona] Program for Children witl�
Exceptionalities has commenced planning. Any program would acquire approva] of its
Board of Directors, three of whom are Bangor schoo] committee members. The
� Superintendent will continue to evaluate the departmental needs as the FY09 Budget
review process begins.
� 2. Superintendent Ervin recommended Committee approval of the following donation:
To Fourteenth Street School from Fourteenth Street PTO, payment for a Maine Steiners
� perforniance for Fourteenth Street School students in the amount of$350.
VOTED 5-0 to approve the donation as presented.
� E. l.a. Superintendent Ervin recommended Second Reading of Policy ICA — Bangor School
Department 2008-2009 School Calendar.
� VOTED 5-0 to grant Second Reading and therefore approval to Policy ICA — Bangor
School Department 2008-2009 Schoo] Calendaz.

� SKI/SNOWBOARD LESSONS
Our second session of ski and snowboard lessons will start at Hermon Mountain this coming .
, Tuesday Our first session went well with 37 youth participating in ski lessons and 17 youth
participating in snowboard lessons. This is a four week session and Session I, which was held in
January, filled quickly.
� FATHER/DAUGHTER DANCE
Tickets have been on sale for three weeks and tickets are going quickly. We are very close to
� being sold out. This event will be held this Friday at the Civic Center.
OPEN GYMS
♦ PRE-SCHOOL: Our pre-school open gym time continues to be well attended
, each day. We have been requested to expand the program next year, which we
will evaluate to make sure it does not affect other programs.
♦ SUNDAY OPEN GYM: We have had steady attendance for each of our open
� gym times on Sunday. This is a free program with separate family and youth
time offered each Sunday afternoon.
♦ ADULT BASKETBALL: This program also is well attended with 20 to 25 adults
playing basketball here on Tuesday nights.
iYOUTH BOWLING
� Registration materials are available for our youth bowling program that is offered together with
Family Fun Lanes in Bangor. This program is for youth in kindergarten through grade 5.
NORTH POLE CALLING
� The Bangor Noontime Kiwanis once again worked very hard to make that special connection with
the North Pole. We had over 100 requests this year.
, KENDUSKEAG STREAM CANOE RACE
Registration materials are now available for the 42nd running of the Kenduskeag Stream Canoe
� Race. This year's race is on Saturday April 19`" . We have added two new classes to this year's
event; a high school class and college class.
� MISC.
CARDBOARD CARNIVAL
� Plans are being made for a tentative Cardboard Carnival offered together with WKIT radio.
Conditions have prohibited sliding for this event and the current conditions are not positive. A
judging contest has been scheduled as a back up plan for this event.
� SUMMER STAFF
Invitations will continue to be sent to returning summer staff from last season. We will start to
� take applications soon for new staff members for the upcoming summer season.
