HomeMy WebLinkAbout2009-08-06 Penjajawoc Watershed Citizen Review Panel Minutes , Penjajawoc Watershed Citizen Review Panel , , Thursday, August 6, 2009 5:00 PM , Council Chambers, City Hall, Bangor Minutes � The Penjajawoc Watershed Citizen Review Panel met in Council Chambers at , 5:00 pm. In attendance were Panel members John Cashwell, James Gerety, Bob Quirk, Trish Hayes,lim Tyler, George Elliott, Benita Deschaine, Tom Davis, Lucy Quimby, and Joyce Hedlund, Councilor Geoff Gratwick, Wendy Warren,Jim Ring, Art Morgan, Ed � Barrett, and Paul Nicklas from City staff, and LaMarr Clannon of NEMO. 1. Intraductions , The meeting began with members and others present introducing themselves. � 2. The CRP—whv we are here , Paul Nicklas gave a brief overview of the reasons for the creation of the Panel, mentioning the importance of non-point source pollution, regulatory drivers, � and the Watershed Management Plan. 3. Stormwater presentation—LaMarr Clannon, NEMO , LaMarr Clannon of Nonpoint Education for Municipal Officials gave a � presentation in order to get the Panel up to speed on the effects of stormwater. She pointed out many ways in which people in Maine and across the country are ameliorating the negative effects of nonpoint source pollution. � 4. The Watershed Manasement Plan a. Why do we need a Watershed Management P/an? , Nicklas explained the regulations driving the watershed management effort, � noting that five Bangor streams, including the Penjajawoc, are defined by the State as urban impaired streams. He also mentioned the dangers of not � addressing the urban impaired streams. b. Components of a Watershed Management P/an , , , � , Wendy Warren presented slides regarding what is required for a watershed management plan. � c. What has been done so far Art Morgan gave an overview of the various data collection efforts that have � been done so far in the Penjajawoc watershed. d. Funding mechanisms � Nicklas spoke briefly about funding options for stormwater improvements, � including the formation of a utility district. 5. The role of the Panel ' Nicklas advised the Panel to consult the charter regarding their role, and highlighted the importance of the group as a vehicle for the City to get feedback ' regarding stormwater management efforts. 6. Other business ' The Council will select a Chair and Vice-Chair for the Panel next Monday. If you � are interested, please contact City staff. 7. Next steqs ' A poll will be sent out to identify a time for the next meeting,tentatively planned for the end of August or beginning of July. Potential agenda items include the 10- ' year term of the Watershed Management Plan and a summary of projects now underway. A meeting in the field to see the Penjajawoc itself was also suggested. � ' � ' � ,
