1. Discussion: Sidewalk Snow Removal by Walk and Roll – Kierie Piccininni
Kierie Piccininni stated the group was formed in the fall of 2014 and made up of nine steering
committee members. The purpose of this discussion was focused on the steering committee’s
concern regarding snow removal and providing solutions. A three paged report of concerns
was provided to the Committee. Suggestions included education outreach and licensing snow
plows. Cathy Conlow stated they would look into the suggested solutions with the legal
department and return to the Committee with answers and options.

2. Sewer Abatement: Account #3967002
Andy Rudzinski stated the abatement was for broken pipes in the Old Kmart building. The
building had been vacant during owner transition. The bill was $8,323.20, adjusted to
$1,219.48 leaving $7,103.72 for abatement. Cathy reminded the Committee this was a one-
time event and was consistent with the policy.
Andy stated he was working with the legal department to address the language in the
abatement policy, in particular, the reference to unintentional broken pipes.

3. Easement: EMERA Maine Griffin Road
John explained two anchors were necessary for the taller replacement pole EMERA would be
installing and required an easement for City property.

4. Street Acceptance: Extension of Brighton Avenue
John stated Brighton Avenue was off Ohio Street and the extension was necessary to provide
access to a new property that was added.

5. Fund Re-Allocation for Left Turn Lane @ University Drive
John stated Maine Department of Transportation’s project on Maine Avenue, from Hammond
Street to Johnson Street, would be widened to three lanes. On the west side of Maine Avenue
from Hammond Street to Venture Way the City would be working on the stormwater. In
conjunction with the stormwater project, the City would build a left turn lane for access to
University Drive at an estimate of $60,000 – $90,000. Surplus funds would be reallocated from
a 50/50 project on State Street to accommodate the left turn expenditures. Councilor Graham
had requested John reach out to MDOT for potential funding input.

6. Overweight Permit: Maine Department of Transportation: Route 222 Asphalt Overlay
Project, WIN #203388.00
John provided the outline for the permit and stated it was MaineDOT’s standard formality to
provide for the transport of Overweight Vehicles on City of Bangor streets.

7. Overweight Permit: Maine Department of Transportation: I-95 Northbound Ultra Thin Bond

John provided the outline for the permit and stated it was MaineDOT’s standard formality to
provide for the transport of Overweight Vehicles on City of Bangor streets.

8. Presentation: Street Scan, Pavement Management System
Dana Wardwell stated BACTS was looking at the Street Scan system to evaluate conditions of
pavement and help with future planning. John also stated it would be a cost savings to the City
for local roads to utilize. BACTS would scan approximately 36% of the roads and Bangor would
do the remainder at a discount.

Stan Karlin with Street Scan provided the presentation and outlined the following benefits:
Measures data to maximize budget
End to end solutions
Client rents software, but owns the data
Use in conjunction with ESRI/GIS
Evaluates sidewalks, ramps, pavement markings, street lights, manholes & metals,
traffic lights, environmental data, traffic signage.
Tree inventory
Vehicle utilizes side/front/rear camera
System reads even in bad weather
Surface radar
Asset Management tool
Unlimited users
Multi-year analysis
Cathy and Dana noted this would be presented in the upcoming budget for consideration.
Committee suggested Staff explore topic further.
