Commentary:
In 1877 Albert G. Wakefield, a Bangor resident, established a trust
fund with the City as Trustee. The income was to be used to meet
the financial needs of "needy widows and single women residents of
said Bangor or expend for their benefit." As further condition on
the distribution of the foods, he provided that: "No widow under
thirty years of age [shall] receive anything and no widow over that
age [shall] receive over fifty dollars in one year. No single
woman under 50 years of age to receive anything and no one over
that age to receive over twenty-five dollars in one year"
By action of the City Council taken in 1884, the Nome for Aged
Women was designated as the disbursing agent. The Nome, and its
successor, Phillipe -Strickland House, have performed this function
ever since.
The purpose of this Order is to formally accept the resignation
from this position of the Board of Directors of the Phillips -
Strickland House and to relieve than further from responsibility to
the City for the management of the fund. This Order will also
direct the Director of Health a Welfare to perfo he Qqjjgg�y ruing
function in the future.

THAT the resignationof the Board of Directors of the
Phillipa -Strickland House, successor to the Hone for Aged Women, as
the designated disbursing agent for income from the Wakefield Fund
is hereby accepted; and be it further
ORDSRSD,
THAT said Board of Directors is hereby relieved from any further
responsibility to the City of Bangor for the disbursement or
investment of said funds; and be it further
ORDERED,
THAT the Chairman of the City Council write a letter to the Board
expressing the City Council's appreciation for the efforts of the
Board and its staff in providing such services to the City for the
past 106 years; and be it further
ORDERED,
THAT the Director of Health A Welfare is hereby designated as
e rs.ng ag for said fund and is hereby authorized to take all
necessary action for purposes of distributing said income in
accordance with the requirements of said fund. -

WE: Wakefield Fund
Dear Chairman Sawyer:
For many years now the Phillips -Strickland House Corporation has acted
as agent for the City to c and distribute income generated by the
Wakefield Fund, which is City Trust Fund apparently managed by the
Treasurer.
For the last several years, income from the Wakefield Fund has been
designated to go totheCommunity Health and Counseling Center.
Phillipa -Strickland House Corporation has merely acted as a Conduit and has
exercised no decision or investment powers with regard to that distribution.
The Board of Directors of Phillips -Strickland House has questioned the
necessity a well as feasibility of v remaining as the City's agents for
account. We have met with the CitySolicitorand investigated the
underlying documents creating the Fund and Phillips -Strickland House's role
as the successor to the Home for Aged Women in Bangor.
There seems to be no reason why the City Treasurer could not pay the
income directly to the Counseling Center rather than passing it through
Phillips- Strickland.
Accordingly, the Board of Directors of Phillips -Strickland House hereby
submit their resignation as the designated disbursing agent for the
Wakefield Fund i and ask to be relieved from any further
responsibility regarding disbursement or investment of funds.
A Copy of this letter is being gent to Allot,City
Solicitor, so that be may attend to the <adores to knowledge this
