Commentary:
Over the past several years there has been continuing
discussion regarding ways and means of reducing or
eliminating horse trailer traffic on residential streets
n the area
a of Bass Park. At the request of Councilor
Saki, the attached ordinance amendment has been prepared.
This amendment would authorize the designation of
streets or portion of streets a "No. Through Trailers"
streets. An ordinance amendment is required since
such authority is not now included in our Code
Should the Council approve this amendment, staff will
prepare an order designating Royal, Norway, and
Boutelle Roads "No Through Trailers".

Residential Streets, No Through Trailers

BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF BANGOR
That Chapter III, Article 5 of the Laws and
Ordinances of the City of Bangor be and hereby is
amended by addition of the following section 20.1:
20.1 Residential Streets - Schedule IV(a)
On those streets and portions of streets described
and specified in Schedule IV(a), when designated
by the City Manager and approved by order of the
City Council, no horse trailer, livestock trailer
or other towed or trailer vehicle shall be allowed
to pass oVesaid streets at any time of the day
or night. This provision shall not apply to trailers
Owned by residents of thedesignated streets for
their personal use, or to trailer vehicles used
n making deliveries to residents of the designated
streets. A sign shall be posted at each end of
the streets so designated, indicating o through
trailers permitted". The schedule of streets des-
ignated under this provision shall be maintained by
the City Clerk and shall be available for public
inspection at any reasonable hour.
