This policy was established in an attempt to gradually phase in the sewer user fee increases required to support the sewer capital program maculated by our consent decree with the State Department of Environ- mental Protection and various laws and regulations of the United States Environmental Protection Agency. These increases will be sufficient to support the Sewer Fund for FY91. Whether this policy will continue to be adequate will depend upon the final costs of the Secondary Treatment Plant and the borrowing coats associated with this project.- We are currently in the process of analyzing these costs and will up date our financial projections during the first quarter of, next fiscal year. myonr.ere x11e Manager's Commems; " A 6, `. f__a f -i Ili jrcr;yr4 ( M1FVU W. ctVC "`rr^s"fMYK.Iy U;LM is,apw k .
