This was prompted by inspections by DEP and the CSSy)Code Enforcement Officer wherein it was discovered that a potentially serious health problem exist due t malfunctioning septic system which serves the Mobil Home Park. It is recommended that this project be undertaken as soon as possible. Hall. The total estimated .cast of the sewer installation Is $50,000.00, and the proposed tirxxkdbwnoLraw asmen4ylbeae0 upon the number of building units served. Mr. Hertel has agreed to pay the entire $50.000.00 up -front, prior to the start of construction and both the V.F.W. and Charles Mason have agreed to pay their share upon completion of the construction, which would be reimbursed to Mr. Martel. It is recommended that deferred assessments be placed against the other properties, consisting of a Subordinate Agreement to be recorded in the Penobscot Registry of Deeds, to remain in effect until sever entry is requested. Municipals Officers June ], 1990 Page 2 but no longer than teWyearg, at which time the assessments would be levied, with 10% annual interest added to the unpaid balance during that period. Each of these asseswments, when paid, would tlf reimbursed to Mr. Martel, including the accrued Interest. It Is recowoended that the sewer extension be constructed as soon s possible atter receipt of payment from Mr. Martel.
