The Maine Department of Transportation recently introduced the Greater
Bangor Ride program to the area. This program allows elderly, low inc

or handicapped people toPurchasediscounted tickets which they can use
to ride taxis, The Bus or Eastern Transportation, The purpose of the
Greater Bangor Ride Program is to extend the purchasingpower of trans-
portation dollars. by charging half the face. value of books of tickets.
According to a, letter from Mr.Arnold Leavitt, MDOT Transportation
Services Specialist, the Greater Bangor Ride program would be enhanced
If the City exempted the ticket program from the regulation that allows
taxi drivers to charge $0.25 for additional riders. Specifically, the
request is to exempt the Greater Bangor Rider half-fare program from
charges for additional passengers provided everyone in the group boards
and exits together.
The letterareceived from Mr. Leavitt states that the taxi companies are
willing to. honor this arrangementbut that the taxi drivers point out
that a City regulations allows them to charge additional riders $0.25
extra. Staff called the operators of A-1 Taxi, Larry Baron's Town Taxi
yellow Taxi, and Checker Cab, and Harold's Taxi. Those operators
suggeeted.that some of their drivers already were not charging the addi
tional $0.25 fare. However, it would seem reasonable to holdpublic
hearing on this master if the City Council wishes to conaideyiit.

THAT, Chapter IV, Article 1, Section 7.1 of the Laws and Ordinances
of the City of Bangor be amended as follows: -
7.1 Additional Passengers. If. there is more than one passenger
having the same origin and destination,
all such passengers. shall pay equal proportionate parts of the
charges shown on the taximeter. At the option of the owner of such .
taxicab, anadditional charge of not more than 250 may be made
for each additional passenger, having the same origin and destina-
tion, as the first passenger. If there is more than one passenger,
and the destinations are different, each passenger shall pay his
equal proportionate part of the charges shown on the taximeter at
the first stop, and at each subsequent stop, the remaining
passengers shall each pay their proportionate parts of the
difference between the amount [hen shown on the taximeter and
the amount shown by the taximeter at the next preceding atop.

Dear Mr. Barrett:
There have been Several calls from senior citizens to the
Area Agency on Aging and several to eastern Transportation
Services on the City's regulation on taxi's that effectively -
counters part of the cost savings generated by the Ticket
Program. we were able to negotiate an agreement with
participating taxi companies whereby they would charge a Single
fare for groups of two, three or four Bangor Ride ticket
holders, provided everyone In the group boards together and
travels to the same destination.
The taxi companies are willing to honor this arrangement
but the taxi drivers point out that a city regulation allows
them to charge additional riders 25e extra.
It would be very much appreciated if there could be an
exception to the regulation allowing the additional charge for
those riders with Bangor Ride tickets. The ticket holders, as
you know, are elderly, low income or handicapped people and
really need this assistance.
We will be grateful for anything you can do to expedite
this exclusion.
