City of Bangor which Carnot be accepted at the Penobscot Energy Recovery
Facility incinerator in Orrington, Maine. and,
Fgp+AfN3, the City of Berger is obligated Ey law to provide a site to
dispose of all solid ,este generated within its mazoicipal boundries, and no
other sites or facilities are currently available to dispose of certain
special wastes, and,

the City of Bangor Kittredge Read landfill, to make optim n use of alIl
xe®.ining available space, aM to recover costa of operating said landfill,
FRIT, TfiFABNtlRE. BE IT OROBFED BY The City Council, City of Bangor, in
accordance with Chapter V, Article 1, Scott= 15, Municipal Waste Disposal
Area, of The Laws az3 Ordimnces of The City of Barger, that the following
Ruleo and Regulations regarding use and operation of the Kittredge Road
Landfill be adopted, effective July 1, 19901
I. The Kittredge Road Landfill will be closed to residents and
commercial businesses for the dumping of solid waste uhicleis eptable at the Penobscot Fnergy Recovery Facility
incinerator in Crrirgton, Maine. -
11. The Kittredge Read Landfill will be open to contractors and
commercial haulers for the disposal of special wastes
including, but net limited to, construction and demolition
debris, white goods, titan, and other unacceptable wastes as
defined in Chapter V, Article 1, Subsection 15.3 of the Lave
and Ordinances of The City of Bangor, subject to the following
provisions:

1, Hours of Operation the Kittredge Road Landfill shall
be open Pram 99W AS to 5:00 P.M.,
prevailing time, on Monday and Thursday of each ,Belt, except
on certain National Holidays. The City of Bangor Public
Works Department will publish a list of each Holidays on
which the landfill shall be closed by January tat of each year.
2, Unacceptable Materials Materials which can be handled by the
P.E.R.C. incinerator in Orrington,
Main. Garbage, becaldnas or toxic materials, organic or
pathological wastes, large quantities of scrap metals, or other
materials deemed unacceptable by the Operations & Maintenance
DireoWr shall not be disposed of at the Kittredge Road Landfill.
3. Fees Pace for dumping of acceptable materlala shall be an
follows,
A) WI Disposal chargee for tires shalL be:
1) $2.0 each for paeemger car tires and similar size tires.
2) $3.00 each for commercial truck size tires.
3) $5.00 each for heavy equipment tires.
B) WHITE GWES White goods shall include only ordinary household
appliances and hot water heaters. The dispasal
fee shall be $5.00 for each it®.
C) C@ UCTIOW and DHSILITION DEBl64 The charges for damping
construction and demolition dearia, and any
additional acceptable materials shall be based
on either of the following options[
1) $25.00 par cubic y r%E' - load volume shall be determined
by the Operations & Maintenance Director or
his agent.
2) $35.00 pea ton - load tonnage shall be weighed on certified
cooled truck scales approved by the Operations &
Maintenance Director. A coats associated with
weighing of loads shall be at the expense of the
healer or his customer.
4. Perndt Required All haulers wishing to dispose of materials
at the Kittredge Road Landfill must first
obtain a permit from the Operations a saintenanee Division. The
Operations B Maintenance Director shall devise a peradt form wbich
shall be approved by the Public Works Committee prior to its Can.
The approved foam shall include vehicle and load information, dump-
ing requirements, payment terra, and penalties for eiolating the
rules and regulatiore pertaining to solid waste disposal at the
Kittredge Road Landfill.
