Commentary:
Alpha One/Contex for Pndependent Living has requested an option on the City's
Blake Place/Market Street parcel which world allow them to submit the property to
the Department of Housing and Urban Development as the proposed site for development
of 10 handicap accessible apartments under the HUD Section 202 Progress. The
Section 202 Progress provides loan foods to non-profit organizations for the devalop-
ment of elderly or handicap housing. - -
Me Community and Econ®ic Development Comaittee has reviewed the proposal
and recommends approval a the Order which will designate Alpha One/Center for
Independent Living "Tentative Developer" until the second Council meeting is October

Pf Preliminary funding approval has been r ved by that time,. the Council amid
be asked to consider granting Alpha One an option to acquire and develop the site.

ORDERED,
THAT WHEREAS, the .City of Bangor received a proposal for the
acquisition and redevelopment of Lots 1 through 11 on a plan entitled
"Plan of Lots 1 through 11 market Street and Blake Place", dated June
8, 1981, said plan being on file in the City Engineer's Office; and
WHEREAS, pursuant to the procedures established in
Council Order 88-172 adopted by the City Council on march 28, 1988,
the City Council has reviewed and evaluated a redevelopment proposal
from Alpha One/Center for independent Living relative to said Lots;
and
WHEREAS, Alpha One/Center for Independent Living
proposes to acquire an option from the City to acquire the site for
the purposes of the development of 10 handicap accessible apartments
under the Department of Housing and Urban Development Section 202
Program;
NOW, THEREFORE, By THE CITY COUNCIL OF THE CITY OF
BANGOR, BE IT ORDERED THAT Alpha One/Center for Independent Living is
hereby designated as the Tentative Developer of City -owned Lots 1
through 11 as designated on a plan entitled "Plan of Lots 1 through 11
market Street and Blake Place', dated June 8, 1981, said plan being on
file in the City Engineer's Office, until October 22, 1990 during
which time the Legal Department, Inc sultation with the Community
and Economic Development Committee and the Director of Community
Development, shall be authorized to negotiate an Option Agreement with
Alpha One/Center for Independent Living for future consideration by
the City Council; and
BE IT FURTHER ORDERED, that said option shall be
contingent on written evidence of preliminary approval and fund
reservation under the Section 202 Program from the Department of
Housing antl Urban Development (HUD) received onr before October 22,
1990, and, that contingent on evidence of such approval from BUD, the
option provide for a term not to exceed twelve (12) months.
