AMENDMENT NO. L THAT Article I be amended as follows:
ARTICLE I
GRANT OF POWERS TO THE CITY
Corporate existence retained. The inhabitants of the City of Bangor shall
continue to be a municipal corporation under the came of the City of Bangor,
and shall have. exercise and enjoy all rights. Immunities, powers, privileges
and franchises and shall be subject to all the duties, liabilities and
obligations provided Ior herein, or otherwise pertaining to or Sncuabent upon
said city asmunicipal corporation, or pertaining to or incumbent upon the
inhabitants or officers thereof, and may enact by-laws, ordinances and
regulations for municipal purposes, not inconsistent with the constitution
and lame of the State of Maine, and impose penalties for the breach thereof,
ma-ezeeed{aB-eee-kzadred-de}}see-{e-asy-eze<eaer're-be-reemered-£er-av<b-

Statement of Purpose; Repeal of $100.00 limitation on penalties for ordinance
violations.
AMENDMENT NO. 6: THAT Article III, Section r be amended as .follows
ARTICLE III
INITIATIVE AND REFERENDUM
Sec. 1 Power of City Council. No legislative ordinance, order or resolve
passed by the City Council shall take effect until 10 days after its
passage except that the City Council may. by a two-thirds yea and nay vote
of its members, pass emergency ordinances, orders or resolves to take effect
at the time Inicated therein, but such emergency —ordinances, orderor solves
shall contain a section 1n which the emergency i set forth and defined. An
eme ashall include only such m amay be determined by the City
Council to be immediately necessary efortthepreservatlon of the public peace,
health or safety.
Statement of Furpoa This amendment would clarify existing provisions or
the Charter relating to the effective date of orders and resolves and to
clarify the Council's authority to adapt emergency ordinances and orders. in
addition to emergency resolves. This amendment would also Clarify what
measures constitute an emergency.

Sec. ) Publication. Whatever any ordinance. order, or
resolve is required

ANENDMENT NO. 12: TEAT Article V. Section 6, Paragraph (a) be amended as follows:
ARTICLE V

Sec. 6 Powers and duties of the City Reneger. The City Reneger shall be the
administrative head of the city and shall be responsible to the City Council for
administration of all departments. The powers and duties of the City Ravager

Statement of Purpose: To clarify the responsibilities for local law enforcement.
AHEADFL.NT NO. 13 THAT Article V. Section 6, Paragraph (b) be amended as follows:
ARTICLE V

Sec. 6 Powers and duties of the City Hanger. The City Manager shall be the
adminiatative head of the city and shell be responsible to the City Council for
administration of all departments. The powers and duties of the City Ranger
shall be as follows:
(b) To exercise control over
all departments except the School Department and
divisions created herein orthat may hereafter be created.
Statement of Purpose: To clarify the City Manager's lack of authority over the
School Department.
AMENDMENT NO. 15: THAT Article VI, Section 8 be amended as follows:
ARTICLE VI
BUSINESS AND FINANCIAL PROVISIONS
Sec. 8. Issue of bands and notes. Honey any be borrowed, within the limitations
fixed by the constitution and statutes of the state now z hereafter applying to
said Bangor, by the issue and sale of bonds or notes pledge on the credit of
the city, the proceeds to be used for the acquisition of land or interests in land
or personal property, the construction and equipment of buildings and other
permanent public improvements, the purchase of equipment, the payment o refunding of
bondnotes and certificates of Indebtedness previously issued, z for any other
e
purpos authorised by general law or specialn
. law r hereafter applicable
to the City of Bangor: provided. however, that no bonds and/or notes issued
pursuant to this section shall be used for the funding of current operating
expense. No order providing for borrowing under this section shall be passed
without public notice of the same being given by pasting such notice in two or
re public places in the City of Bangor and by publishing the same in a
newspaper generally circulated e!-}ectal-4n-enc-el-arose-aexapepee-pub}}shed-in
said Bangor, such publication to be not lees than ten days before final action
by the City Council: nor shall any order providing for borrowing under this
action be passed except on the affirmative vote of at least two-thirds of all the
members of the City Council.
STATEMENT OF PURPOSE: To clarify the notice publication requirement for band
Sasees.
AMENDMENT NO. 16: THAT Article VI, Section 4. paragraph (b) be amended as follows
ARTICLE VI
BUSINESS AND FINANCIAL PROVISIONS
Sec. 4. Budget
(b) Not later than the first Monday in December, 1981, the City Manager shall
submit to the Council a current expense budget which shall be a complete
financial plan for the interim six-month fiscal year. Thereafter, the City
Manager shall, not later than the !h}ed-Nenday-}o-MeeeM second Monday in April,
submit to the Council anannual c expense budget.,wMch shall be a
complete financial plan for the ensuing year.
STATEMENT OP PURPOSE: To change the filing date for the municipal budget.to
the second Monday in April.
