BE IT PDRTHER RESOLVED that the Study be incorporated Into the comprehensive planning process and be included as an appendix to the Comprehensive Plan Update. 90-1)0 RESOLVE IN CITY COUNCIL april 23, 1990 Accepting Nor cram endetion of Bangor Passed y Economic Development Advisory Commission CI CLERK [W- 90_170 0 MOTION: The Bconamic Development Advisory Commission recommends that the City Council adopt the Bangor international Airport Land Development Strategy" completed by a consulting team headed by Christopher Chadbourne and Associates and further recommends that the City incorporate this plan as an appendix to the City's Comprehensive Plan update. The Commission also recommends that the following specific at ements of the study's recommendations be recognized: 1. The boundary between the designated aeronautical and non -aeronautical areas of Bangor International Airport should be clearly established, sad that the protection of aeronautical function should be the highest priority. y. The City should adapt the "regional resource" approach identified in the study and future policy dental aa be basad on upon this approach. 3. The development of the Maine Business Enterprise Park should be the first priority for major project development in the non -aeronautical portion of H.I.A. 4. The Subdistrict concept identified in the Chadbourne study should be implemented in future planning efforts. A. The City should proceed to layout rights of ways for relocations of Maine Avenue and codfray Boulevard and initiate a landscapiag program adjacent to these streets. 6. The future zoning of the airport be revised, and the City should establish development standards through zoning regulations and restrictive covenants, which will implement recommendations for each of the subdistricts. T. The City shouidAggressively impl ament a landscaping and building impeu;cement program designed To improve the appearance,yl-the airport. 8. The City ahould designate the development entity to coordinate marketing and property management of non -aeronautical land, and allocate additional resources for these purposes.
