In addition to the applicants' representatives, one neighbor Spoke in support of the project while two area residents spoke in opposition to the project. The Planning Board voted four in favor and one opposed to recommend the approval of the mobilehome park construction permit. These plans depict the c ection of the sanitary s system into a extension of the City sanitary sewer n Essex Street, which has previously been approved by the City Council, but not constructed. The City is prepared to extend the sewer when all approvals have been obtained for this project. r John T. Applicant has requestetl a construction permit for a 177 unit mattlehome park on Essex Street under the provisions of Chapter %i, Sections 4 and 5. The Ordinance provides that the Code Enforcement Office must review the application. the City Engineer must review the application and the Planning Board must hold a public hearing and make amendation to the City Council. The ( project received special exception and site approval by the Planning Board last year and these approvals Are still valid. Therefore, the project is eligible far review under the Mobilehime Park Construction Permit provisions. In fact, the Planning Board recommended a previous application for a Mobilehome Park Construction Permit for this project, which was ultimately turned down by the City Council. This is a "application for the same project with some minor changes. The major difference between this application and the prior one is that this application is designed to tie into a proposed extension of the City's sewer on Essex Street, rather than running a private sewer across the abutting mobilehoma park to the existing terminal paint of r the City's s n Essex Street.(This was one of the issues that w sdiscussed by the City Council when reviewing the last application.) c. As in the previous review by Staff, we find that the mobtle- home park submittals meet the requirements of the Mubilehome Park Construction Permit Provisions of the Ordinance and w :ind that the application meets the development standards o the Mabilehoma Park Ordinance.
