BANGOR POLICE DEPARTMENT - Commentary: This matter is presented at the request of local businessman David Giroulx regarding review o re -con sideration of recent changes in Parking Ordinances in the Front St. area, which includes areas beneath the Joshua Chamberlain Bridge and the rear of the Former Viner Warehouse. Giroux PRO Realty Onion Plaza 4 Onion Street Bangor, Maine 04401 Dear Mr. Giroux This letter is a follow-up to our conversation of yester- day. As I was explaining, prior to your hanging up on me, the proposal to regulate parking around the Vicar Building was discussed with City Councilors long before the lease agreement with Taylor's was contemplated. We had recommended the changes for the following reasons. 1. The shuttle was no longer operating from Front Street. We felt that there was no longer a need to provide free, all day parking on City Property when other parking areas in the downtown area required permits. 2. The City has continued to operate the shuttle from the gasworks parking lot but with reduced ridership. Downtown business people had expressed their belief that former shuttle riders were still parking on Front Street. They recommended that all day, free, parking be eliminated so that a true test of the shuttle's performance at the gasworks could be measured. 3. Your Complaint in 1909 was that all day parking was impacting your business (zea attached letter dated May 9, 1989). As you know, the lack of turnover affects the capacity for customer parking. .Recently, we conducted an all day analysis of cars parked near the Vicar Building. Only 3 of 32 cars were parked less than 3 hours. Clearly,the area is being used for long tem parking. It in our recommendation that city Policy should not permit free, all day parking on City lots in downtown Bangor end at a location only 830 East from the City's parking garage. Page 2 I am sorry that miscommunication resulted in your not attending last Monday's council meeting. Therefore, we will net post the 2 hour parking signs near the Vine[ Building until a dfacuasion item regarding this issue is conducted by the Municipal Operations Committee.
