Is presently attempting to negotiate a contract revision with PERC, and it is felt that the ultimate recommendation of the Committee may suggest that a tipping fee increase should go into effect immediately. Inc. substantially verifies the losses claimed by PERC, and WHEREAS, the City Council, by Council Order N0. 90-20 passed December 11, 1989 has authorized the Committee t0 Anallze, PERC (CAP) to negotiate an agreement With PENN, "Which -may•result in An increase'.'ih_tht;_Iiyptug_fee4.::Ahd.
